Trouble with respec and traits post s9 launch

Hi
I seem to be having trouble with the traits now that thwey've been revamped, i cannot access any reputation traits and i only have 8 personal traits availible,
When i go to the rep system, it says that my skills are invalid and that i have to respec, i have 5 respec tokens, so i go to respec my char and when i've filled all my skillpoints the accept button is still greyed out, i hover over it and it says that i do not meet the requirements of this rank, even though i'm a VA 50.
Is this a bug or intentional?

Edit : It actually says you cannot respec if you no longer meet the rank requirements

The devs are aware.
There used to be a picture here, but they changed signatures and I can't be bothered to replace it.
