Since the new Season the Borg STF rewards just 1 Neural Processor as the Voth PVE Actions.
Comparing to Voth Battleground rewarding 1/3/5 it's a pain to get them by doing Fleet Action. Increasing the amount to 3 would be a compareable amount for the time (calculated by Voth Fleet Actions) spend.

ISE is a bad comparison like CSE when played by non average players. KASE is little better. Originally you needed about 15 Mins for an STF. The playtime of KAGE or CGE didn't differ so much (low dmg increase in ground), so use this in your calculation. IGE would be ok too. Think about why nobody plays this missions.
PS: Compare your dmg now against your dmg during season 6. (No Rom Boff, No Rep, No Warpcore, 4 traits, just assimilated console as universal increasing dmg, no fleet tac consols...)
