1 [CrtH] modifier is approximately equal to the [CrtH] overflow from [Acc]x3 modifiers. Of course, [Acc] overflow will give a small sum of CrtD as well, but it's insignificant.
If you're building for PvP, ALWAYS go for as much [Acc] as you can stack. If you're building for PvE, your best bet is probably [CrtD] [CrtH]x2. Of course, since you're asking about Fleet weapons, I'd go with the [Dmg]x3 [CrtH], and stack it with Vulnerability Locator consoles.

If you're a Romulan, go [CrtD]x3. When you're running 31 critical chance, oh man do these hit hard. I love seeing those 70k + BO3s and 10k + DHC CSV hits pop up. Same with torps, I have a quantum torp [CrtD]x3 with torp spread, it's brutal without a single point spec'ed into projectile weapons.
Since I do PvP a bit, I think [acc]x2 [dmg]x2 are the most balanced for all content. And while you may not get as much damage overall, I still think [acc] is the best modifier. Kind of like how both Coke and Pepsi are good, but Coke is superior simply because it can be used as a mixer in cocktails.
Another question: does extra/overflow acc convert into crth or crtd? did devs really say it outloud, or is it an educated guess from the community?

OP, ultimately if the game is designed with any semblance of balance (arguable Atm) then all available weapons a tier should be equal (everything else being equal) so it really depends on the rest of your setup.
Eg, if you're running a very high crit chance already with standard severity you'll have more milage out of crit severity mods.
If you've got a very low amount of points in weapon skills, then the DMG mods all of a sudden become more useful (see what I did there?)

So are you saying that BFAW spamming beam boats don't get as much benefit from, for example Advanced DMGx2 ACCx2 as they should every time you activate BFAW? Would CrtH or CrtD produce better results?
ACC x3 doesnt compare in DPS in PvE because you almost never miss
a parser will prove this and some ACC weapons are dirt cheep now on the exchange

This depends on what stf you do. If it's the 20 man fleet defense those are mostly moving ships. So their defense is decent and your miss rate is to much. acc is useful as your chance to hit increases and counters their defense. It's also good to switch to the +10 acc nukara console.
Now if you're doing ISE then acc isn't helpful as you'll rarely miss and your overall hit chance will be 99.xx%. Assuming you have selected the acc trait and maxed the acc skill that is. If you want to use advanced fleet weapons i prefer the crtD mod myself. For non fleet weapons typically crtDx3 is best. For rom plasma crtDx2. So for beam boats spamming FAW acc overflow doesn't work. So it's only helpful to increase your hit chance. If hit chance isn't an issue and as acc overflow doesn't work for FAW it's kind of a wasted stat.

I had a BO3 on a raptor hit for 97K in ICE using 4 exploiters and CritD DBB, and FOMM misfired.
I had 160K crit with CrtD x 3 Tric with 0 points in projectiles in KASE on Donatra
