Dump Tachyon Beam and pick up Energy Siphon 1 (I noticed you already have ES 2, but having two copies means more uptime and takes advantage of your Plasmonic Leech console).
Engineering seems OK. I might work Engineering Team in there someplace.
Dispersal Pattern Beta seems wasted to me. Is it worth the Lt Cmdr slot? Maybe it is great. Seems underwhelming to me.

What kind of Bridge Officers do you have, in terms of are they Romulan tacs, Efficient, Humans?

I ran this ship before switching to the tac Vesta Class so it can be built to tank either in shields or in hull.
I'm running 3 Deflector DOFFs, a Grav-Well DOFF and an Energy Weap DOFF. All my BOFFs are Very Rare; however, I've got a Reman, a Voth, Human, Alien, Orion and Human. Again, all are Very Rare so I assume they have the highest stats, never really checked, oops. I don't have a Rom BOFF, I would like one, but can't seem to find one that works for FED toons.
My power levels are all above 50 and most times they're maxed out due to Leech and ES2. As they sit at normal levels I run at 75/35/25/75, roughly as I'm not logged in. Again, they're mostly maxed in space with my ES2 running quite often.
As far as the Tac BOFF change goes, I don't know so much about that. My damage with the Nukara Mines is crazy so I generally group everything with my GW3 and then deploy the mines with DPB2. I'll pay attention next time I use DPB2, if it doesn't drop the 12 mines, like I think it does, I'll swap BO2 for BO3 and do something with the DPB2. I don't see the reason to add the TS2 though since I have no torpedoes loaded.
If you have a build you were using I'd be happy to look at it and see what I can adapt if it'd make the ship better.

Why the heck would he want to have two copies of energy siphon when he's running 3 deflector doffs? I have almost 100% uptime with one copy.
I'm a Joined Trill Engineer, so for me keeping power up for Aux & Weapons are a must on a sci ship.
Hence the following purple DOFFs: Damage Control Engineer x2, Warp Core Engineer, the Exocomp Maintenance Engineer along with the Deflector Officer, & the Gravimetric Scientist.
Since sci ships have 6 weapons slots, 5 are beams. Hitting EPtS adds power, so does hitting the Rechargeable Shield Battery or Red Matter Capacitor. On top of that, points in power insulators plus running the 3 pcs Adpated MACO set along with the AUX Power Config set to Offensive helps.
Throw in Antiproton beams, 27% acc, 118% Crit Severity, 21% Crit Chance, plus Elite Swarmer pets and there you go.

Personally I'd ditch HE2 and replace it with science team, then replace one of your eng abilities with Eng team.
