I wanted to check on creating a Romulan character for the KDF - will I get to see all of the klingon content (aside from the introduction to new character starter quests)?
Is there any KDF content that's blocked off from romulans after level 10 aside from the top tier ships?
Also, am I better off going science or escort if I just want to focus on PvE? Which is more fun? My only experience with the game is Fed/engineer
I did the KDF content with my Rommie first, then with a klink and an orion... I didn't see any missions with them that I didn't get the first time through - though the Rommie hit 50 before the cardie mission line, and my klinks did not.
PvE can be done by any ship type, I used a dhelan warbird for my rommie until I got the vet ship that I use on her now, and both other klinks use BoP's, haven't pushed them all the way to 50 yet.

You will not see any of the KDF-specific story missions (Empire, Warzone, Fek'lhri Return, Vigilance).
You will have access to the KDF daily dilithium farmer missions (Pi Canis sorties, Empire Defense), but not B'Eta's extra kill/be killed not-quite-dailies.

If you are a rommie, go for escort, of course. Warbirds are kings in the air.. lol (same as bird of preys for the klingons), and definitely more fun. I think 75% of the rommis out there are tacticals. But be aware, there are no "escorts" in the rommie side, they have warbirds. There are faster warbirds, slow and big warbirds, and so on.
If you are allined with klingon, you will be able to pilot a klingon ship until you reach Tier 4. Once at tier 5, you can pilot a tier 5 romulan ship, but not a tier 5 klingon one (at least that is how i think it works).

Romulans oddly are weakest at science. At 50 you have 2 ships: the dyson (family of 4 but its still just 1 ship really) and the haanom. The 10 console rom dyson is actually pretty good compared to other factions and compared to the haanom. Haanom is big, slow, and has the usual issue of cmdr/ltcmdr both science which is only good for pure sci builds. If these are enough for you, go for it.
Roms excel at damage. Their "cruisers that arent" are a bit off, their sci ships are plain lacking, but if you want to do dps, its the faction to BE. That means tactical roms are brutal and eng/sci captains with a dps flavor are excellent. Cloak and shoot is potent, and almost every ship (haanom excepted) has plenty of tactical officer seats.
There is no need to go "escort" (t'varo?) though the t'varo is excellent. You can literally fly all but 3 ships in the rom lineup and do solid damage. (haanom, haapax, and dyson are a bit dps lacking, the dyson due to weapon layout and the others due to weak tac officers). My tactical captain drives a DD, a scimitar, the danios, and sometimes other ships as well. My science rom mostly stays in a recluse, though I sometimes mess around in the free dyson for a change of pace. My engineer uses a variety, haakona, scim, and t'varo are favorites. Of course the scim is king of pure damage and its not an escort at all, its really in a class of its own -- cruiser platform (size, turn rate, shields and hull), half carrier, escort layout (officers and guns), and the closes matches (avenger and mogh) are significantly different.

Well, this proves that romulans are the most weak about science. They only had 1 ship fited to science stuff until the dyson ships appeared. And now they have 2. Feds have more than 10, klingons have even more choices than rommies about science.
If he is used to science and he likes science, the only ship will be able to adquire is the dyson or as you said, the haanom. And if he dont like em.. he cant do anything about it.
So, its better to go for an engineer / tactical talking about romulans, unless he knows exactly that he will be adquiring the hanom or the dyson. And the dyson depends a lot on your build and its not better than a good T4 science ship... dysons are science ships, a lot of people dont even bother in using em in tactical mode. Because most of the time, is worthless. Unless you have the dyson reputation complete set.

Or, he could plan to use a lockbox or lobi ship. I do and I absolutely love my setup. But making a new toon with a goal of spending millions of credits to use a ship that takes away much of the romulanness of the game (singularity, cloak) is seriously burning a lot energy when a nice alien KDF char could just fly the karfi or BOP or something for 1/10 the troubles, fill it with pirates and yes, its not quite as good as romulan operatives, but the poor PVE victims won't notice a bit. I ended up in this situation because I didnt know any better --- so you were warned!
I will also mention in passing that a tac captain in a dps oriented ship (again, most of the rom lineup) can be frustrating to keep alive at first. If you understand staying alive with just a few BOFF skills, it is much easier, but it is still a lot harder than a fed engineer (toughest of the tough). If you go Rom tac, be sure to brush up on survival officer buttons.
