Play "Sphere of Influence" over and over until you get the Obelisk Core, the 360 AP beam, and a a full set of [acc]x2 AP beam arrays to fill every weapon spot, except one for the Kinetic Cutting Beam from Omega Reputation if you have it. "A Step Between Stars" 3x for the Solanae set. AP consoles Mk XI blue/XII green are decently cheap last I checked, so stock up on those, or just hope for [+AP] drops from the Dyson Rep if you're going through it. One of the recently added or redone low-level episodes gives out Mk XI green Neutronium, grab a pair.
The Universal console from the last lockbox that fires missles is fairly nice against slow/non-moving targets and wasn't very expensive last I checked, would be worthwhile if it's not competing with a nicer Universal from Rep or Lobi store. The current lockbox's 'play dead' console is pretty fun too and pretty cheap, I'd pick one up.
True warriors arm this ship with Disruptor DHC's and Turrets.
And true warriors spend more time turning the beast to line up the next target than it takes to blow it up. that leads to low DPS. It can be hilarious how quickly things blow up with DHC/ turrets on a bort, but beam arrays are simply better for that beast, especially in PvE content like STFs.
Do yourself a favor, use beam arrays instead. Anything with a turn rate listed as 8 or lower, will waste DPS due to a lack of maneuverability, even with multiple RCS consoles slotted.

Cannot agree with that in the slightest.
Its all about knowing the ship and how to make her do what you want.
This is my cheap Bortas build, it does have a couple of rep items but you could always replace them but I would recommend working towards getting them...
Since you said cheap, I'll assume you might not have all the DOFFs for certain things.
Do you have any of the following DOFFs, how many and what color?
Technicians that reduce cooldowns on use of aux to battery?
Conn officers that reduce tactical team cooldown?
Damage control engineers that reduce cooldown on emergency power abilities?
Systems Engineers that reduce DEM power useage?
Energy Weapon officers that reduce beam weapon recharge?

For my DOFF's on my KDF Toon I have
9 Common DOFF's
4 Civilians
10 Uncommon DOFF's
1 Uncommon civilian
3 Rare DOFF's (Jem Hadar DOFF's and a Gorn)
and 2 Very Rare DOFF's (Vorta Biochemist and Mirror Hakeev)

I hate to agree with a Romulan but on this I do. with the fleet armor/rcs console and cruiser commands its a decent ship. I prefer the Tork but if you have the bort and nothing better its a doable ship. in PvE I used one up until fleet ships came along and it was still kicking PvE A$$ even way back then.
Trophies for killing FEDS ahh those were the days.
Since you don't appear to have a good compliment of DOFFs to put toward active duty space use for reduced recharge and boosts, I'm starting with a single target build that's going to have a heavy shield tilt so you can survive and one with a damage tilt but may be a little squishy.
Heavy Shields
LT Tac - TT1, TT2
ENS Eng - EPTW1
CDR Eng - EPTW1, EPTS2, EPTS3, RSP3
LT Sci - HE1, TSS2
LCDR Uni - HE1, TSS2, GW2
To get EPTS3 or EPTW3, you'll need another player in your faction to train your DOFF if you don't have 6 points in shield performance or weapon performance.
Heavy Tactical
LT Tac - TT1, BFAW2
ENS Eng - EPTW1
CDR Eng - EPTW1, EPTS2, EPTS3, RSP3
LT Sci - HE1, HE2
LCDR Uni - TT1, BFAW2, APB2
As you get new DOFFs, be on the lookout for Technicians that reduce cooldown on use of Aux to battery, Conn officers that reduce tactical team recharge, and damage control engineers that reduce EPTx recharge.
As far as consoles go, I'm going to assume you don't have any universal consoles. If you do, tinker with adding them in engineering console slots to find the best setups.
Add what you want where the ?'s are, like RCS consoles for some turning help, or EPS consoles for better power, etc. As you get universal consoles like the assimilated module from the omega reputation, start adding them there.
DOFFs you want to potentially look for are:
3 technicians (1 purple and 2 blue, 2 purple and 1 blue or all three purple)
Conn Officers (1 purple and one blue or 2 purple)
Damage Control Engineer (2 blue or better)
Warp Core Engineer to add power when using EPTx abilities
As you get enough of the right DOFFs at the right qualities, it can enable dramatically different BOFF setups to match and make better use of certain things.

And even then the Tor'kaht can't use the autocannon, which is a rather formidable console.'
even nicer with the subspace snare, which also gives you 25% reduction in cooldown time.

Just purchased a Bortas, the tactical one so I am just getting to know it better ...
Anyway, I agree with the disruptors because I want to go canon, but cannons?

After taking a stroll, I am afraid that this ship needs beam arrays more than any ship I know ( ok, I don't know them all, but ... ) The scimitar turns slow too, but not like this ... whale lol
Talking about PVE, I wonder which turn rate you'd get with cruiser commands ( which would sacrifice weapon power perhaps ? ) and armor/rcs consoles ... probably not a turn rate which is worth it and even then you'll have to sacrifice console slots that you can save for more PVE- convenient consoles, like Plasmonic, Borg, Romulan, even Tachyo?
Maybe you have room to slot an armor/rcs console but even then, you're far better off with beam arrays in PvE.

The Doffs probably cost the most but again they are worth getting.
Edit: Leech console is only 1000 zen from the c-store and worth every penny.

I did like the sound of a Cannon and Turret Build so this is a proposed build,

(Bought the 4 Forward Dual Heavy Cannons) but haven't decided on the BOFF ablities for that^
