I've tried the following to make it work:

1. Transferred to an other instance. - Did not work.
2. Changed from ground to system map. - Did not work.
3. Changed from system to sector map. - Did not work.
4. Logged out of character and back. - Did not work.
5. Logged out of game and back. - Did not work.
6. Closed game and restarted it. Worked.

I can confirm that it is working, i did the same, and get the same result. It seams that bug is local and not server bound. So yeah, you need something from overflow bag, turn off the game .

I can confirm, rebooting the game is the solution.
