Choniton is bug again

Strange nobody reported, its been for a while but seems that now people is starting to realize. Chroniton proc is ignoring inertial dampeners again.

    Willard's so slow to begin with...I would have never noticed. Just the other day, an old lady in an EV suit with a walker passed him by in Ker'rat. :P

    With Season 9, when they introduce the new ESD, DHC's will be bugged and get 100% CritD all of the sudden.
