creating a fleet

I know the main person has to have upgraded account or enabled fleet creating. But fr the other 4 people in group when creating the fleet, is there a restriction that they cant be silver memebrs or is there a level requirement, meaning could u have lvl 1 silver members in your group to create a fleet?

    All players have to played at least 20 hours. Silver or gold doesn't matter.

    they also need to be grade 10 or higher.

    Nope, not with the people I've created my fleet with. One has 4, the other 7.
