KDF Sash in Romulan toons?

in Qo'Nos' Shipyard I saw a Romulan (alien) with the KDF sash (Major General)
It wasn't a KDF Alien being a Romulan-Looks-Like. it was a Romulan Republic Alien (I know because of the uniform of the Romulan Republic and the Shoulder Pads Dual) using major general sash of the KDF.
I looked in the tailor with my Tactical Romulan Alien (KDF) but saw nothing but the Civilian Sash.
how is this possible? thanks
