Honestly, IMHO, they should leave this allowable in the Holodecks. They serve no other purpose anyways... could be fun allowing shooter mode to work to shot each other in the holodecks.
Maybe open up the holodecks so that when you enter (zone in) it's a random environment - maybe a random PVP or PVE map... could be either free for all or team death matches. Completely random - would pull from an already exisiting map, like ESD, DS9, Bajor, etc, but form it's own 'holodeck' instance for random shooter mode fun

the tier 2 rep passive has AP resist on the hull it seems, but it competes with that acc boosting on tac station power activation, thats steep competition. the shield will no doubt have AP res, but what are the odds its better then an elite shield. until elite shields are removed or something gear like thats not nearly as big a deal

Its more then just this passive though... look at the dyson rep and the consoles that give +defense +res + a bonus to AP.
I don't use AP I think its a terrible option anyway... I just find it funny to see them repeating the exact same past mistake. When at one point they Admitted the borg plasma and all the gear with +plasma resist was a PvP issue. After admitting that they go and do the exact same thing to another weapon type... seems really really dumb.
The first mistake I could understand didn't see the issue until they had coded a lot of borg and borg gear so I said ya ok hard to fix... they power creeped it out with fleet shields so no big deal. (they still never added passive plasma resist options).
Now they have repeated the exact same mistake making one weapon type less attractive for pvp. Sure this passive isn't a big deal... but if your choosing a weapon for pvp why choose the one where 1 in 6 or 7 people will have this passive... and another 1 in 4 will have a few +defense consoles that also boost AP resist... and perhaps another 1 or 2 are going to end up having shields now that have +AP resist on them.
They could have fixed this by giving NPCs there own weapon type when they redid them. (they added proton so its not impossible). Or by simply adding a (vs players) argument to most gear. Heck even shields could get fixed that way with (+20 Plasma/AP resistance when originating from a None player entity).
We know there system has the code already built in to do either.... so its obviously a will thing. They have no desire at all to even balance new stuff for PvP... so the thought of them going back and fixing old stuff. (like some people seem to still hope for) is just nuts.

Usually the only way they take a consideration or suggested for possible improvements or balance is if they have something to take to their overlords that if they do such a thing that they will make money off of it.
Case in point along with what you have stated about not concerned with PvP and/or balance of it with new items pushed out. The only reason they got time put in for the ship swap and build saving is the way they handled it with their overlords that they would sell additional slots per ship and more inventory space for those who already maxed theirs out. This was done to address the item pushing because they have noticed a lot of us were at critical levels with all these items that no concern was made for storage or even pvp.
I'll be honest though unless you can come up for the design for them and give it to them on a silver platter on how to setup pay per view PvP matches for players, Star Trek fans(both who play and just want to see something Star Trek) to be on who will win that is most likely the only way you'll ever see them take PvP into consideration when pushing out items for true balance purposes. For PvP lovers its sad because you have even less of a chance than heavily invested KDF players have in Development of the KDF lol.
I do agree though there is a lot of old content that is horribly broken, glitched, bugged etc. Then on top of that a lot of iconic ships that pretty much have no purpose/don't have working mechanics as they are made from. Some pitiful excuses are well its a game so it can't work exactly the way it did in canon. My gripe with it is they advertise it as it is in canon but don't wanna put in that work to get it done right. Its like that last Stoked before it basically ended in its first form that they didn't have what it takes to take a Star Trek MMO where it needs to go. Roughly old stuff will stay broken and the overlords will have them throw out lockboxes until all the canon boxes are used up and then milk all the made up stuff they can until its drained dry and then they might give them the reins back but at that point it'll be such a disaster they will be forced to shut down the game.

I agree with everything in your post. One missing aspect to PvP is DeathMatch for both ground and space. The whole one-trick pony of pre-made teams isn't everyone's cup of tea.

Tried the Undine Battlezone out today, found it to be an interesting design but rediculously easy. I was able to solo capture each of the different capture points without any real effort. Was pretty much fly in, kill a few ships, interact with something, wait around a minute or two for a few ships to show up and promptly meet there end, repeat.
Payouts as posted are terrible, 15 marks, 240 dil, and 3 processors for the boss fight, hopefully that's getting changed.
Makes it kind of hard to test kits with costumes, then, huh?
But that's not always the case. I do have access to some unlocked costumes (see my edited message above), but not all, so it's not consistant on what unlocks it knows about.
Tribble just needs to honor all unlocks and be done with it, rather than this half-acknowledging mode it's in.
been that way for a LONG time and I don't think it has ever been changed which sucks cuz I would like to see all my costumes and unlocks on tribble as well.
For those still having issues with the launcher/patcher freezing, this is something to try that worked for me:
Open Task Manager by Right-Clicking on the Taskbar and Selecting "Start Task Manager"
Select the "Processes" tab
Find "Star Trek Online.exe" in the list and right-click it
Click on "Properties"
Click on the "Compatibility" tab
Click the checkbox for "Run this program in compatibility mode for:"
Select "Windows XP (Service Pack 3)" from the drop-down menu
Click "OK" and then terminate the patcher.
Try launching the patcher again. This should prevent it from freezing again.
Note: I did this on Windows 7 Ultimate 64-bit. I have 8GB of RAM and noticed in the console (Ctrl C when the launcher is opened) that when it attempted to patch Tribble, it would throw an error trying to allocate memory. I feel this may be an issue with the patcher running 32-bit mode in a 64-bit OS and somehow having a problem with addressing that memory.
Odd thing is that also works for Windows 7 32 bit...
I wonder if anyone realizes that posting in the forums while patching will slow it down. This also goes for those complaining about lag a rubberbanding. Stop opening multiple windows.
Because this isnt charity and half of PvP problems are because of the the PvP crowd refuses to adapt ... anything they see as a threat to their current system they will not stop complaining about it.
Kinda hard to sell anything when the PvP inicial response is "its OP, its selling power" because God forbids you have to change builds.
You people are dead set into maintaining the current system, there is no point on doing anything because anything, ANYTHING is automatic viewed as either a threat or irrelevant.
As long you seen to be non-customers why should they listen? You dont buy anything as in actually BUY anything and all you do is complain about "balance", is balance having a energy type with a build in 20% Severity when everything else gets a 2.5% chance? That is balance? Its balance saying "beams are fine" until FaW comes about and suddenly high DPS from beams is "a issue"?
You know what? Its a nerf for AP yes ... can be really but on the other hand 3% accuracy with 5 stacks ... that means people that pick it will end up against people that picked the resistance, cancels out ... in fact not cancel out as someone can run with Romulan Plasma and gets the 15% ... funny that all up in arms about the AP and yet the 15% accuracy is not apparently a issue worth mentioning ...

they will still be atainiable. i got both recruit and vertran completed when i got my mk12 gear. it auto gives you accolade of the lower sets.
