Voth Ship & Console requirement are conflicting

I have the Voth ship set, all 3 of them. The requirement level to use them is at Rear Admiral, Lower Half. So I unpack all 3 and then decide to put all 3 console on the Bulwark. The thing is, I can't re-equip the console because it's requirement is Vice Admiral. Isn't that silly? U can unboxed the ship at Rear Admiral Lower Half, but u can only re-equip the console at Vice Admiral. Please change this to same level as the unbox, otherwise it make no sense at all. Tq.
