I have for some time a KDF Klingon Tactical officer that fly a K'Tinga Fleet, I have done a Romulan Tactical officer and have a D'Dridex Fleet now.
I have noticed for sometime that the Romulan Ship was giving far less damage than the Klingon, and there is no big difference in skills or even equipment.
So I decided to equip both with same weapons (Plasma Beam Array XI (acc) (dmg) ) and run "infected: the conduit" Twice with each one while using ACT as a parser.
The Klingon weapons do about +60% damage and the only big change I see is that while the Klingon have 125 weapons power the Romulan have 92 (I can get it to 125 ofc but the other systems will suffer).
So if I am right and the diffrence is the Power Setting how do Romulan captains compensate for this ?
Science has a leech skill. It is very handy. You also have EP2W which not only powers weapons, it adds DPS bonus. You have weapon batteries.
Various gear add power levels -- for example the lowly Jem H engine adds weapon power, the rep consoles mostly add power to various systems (at least +5 total to weapon power) and so on.
-- I dunno about other captains but I max weapon power even if the other systems DO suffer. My poor engines are at like 40, and my shields just over 50, to run with a 125 weapons and 100 aux. ( I also run a DD on a tactical and aux is important to my build for GW and A2S heal and other reasons. In this ship, you also may wish to consider a good aux setting ... one of the reasons to use a DD are the advanced officer powers which often are aux based..)
As you noted weapon power is huge. If you want dps, you need to keep it well over 100 all the time (exception, BO3, and you want to recover from THAT very quickly).
2 other things.... its easy for KDF to get pirate crew which adds some damage. Its harder for roms to get SRO (takes longer anyway). The passives on your crew could account for 5% or more dps difference even with nearly the same gear.
You could always use a faction neutral ship to get a regular warp core.
* Don't forget that power to other systems is power you can move to weapons. Upgrade to a +5 power to shields on an item means you could move 5 from shields to weapons and remain the same in shields....!
I find it odd that your Romulan ship is doing less damage than your KDF ship... in fact your Romulan ship should be out-damaging your KDF ship by a mile and a half plus change... Do your officers not have SRO or even standard RO? If not... I suggest you find BOffs that do... and then watch as suddenly your D'deridex makes your K'tkinga look like it's a toothless little kitten...
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
