I love this ability i am using the tact vesta at the moment so i have 4 particle generators on the go, i have 3 mk 11 very rare and 1 mk 12 fleet particle generator im saving up to make them all fleet ones, my questions are how can i get even more power out of it? Im using full aux alot due to my cannons and how can i lower cooldown? Is there a doff?

I'll start by saying that I'm an engineer at heart, so someone correct me if I'm wrong.
From what I've seen there's almost no way to reduce the cooldown on GW, other than using the Photonic Officer boff ability (grab a Photonic Studies doff to reduce the cd on Photonic Officer).
You can get a bit more out of GW if you can pick up a Gravimetric Scientist doff (chance to spawn another GW after a certain number of seconds).
also, points into the part gens/grav gens skills, menas you really dont need consoles to boost it. my romulan sci in the rom DSD throws out G-Well 3's that pull pretty much everything into them.

Also, You don't need to have a purple of either doffs, blue is the most you should bother with, especially the deflector one, gravity well cooldown cannot go below 40 seconds no matter what so the proc of a purple would be no better than a blue.
I must admit that I've never really use Grav Well as a killing move. For me it's always been a crowd control move with some pressure damage. As such I've never been one to max out its power. Hopefully someone else can help you with that.
As for the DOFFs, there are three you may want to look for. Please not that all of the stas I've provided are for purple officers. Lower grade ones aren't as good.
Operations - Deflector Officer - 25% chance to set the cooldown of all Deflector abilities to 50%. This means Grav Well, Tyken's, Energy Siphon and Tachyon Beam.
Science - Gravimetric Scientist - 50% chance to reduce the cooldown of Grav Well and Tyken's by 10 seconds. This DOFF is a little rarer than the standard Gravimetric DOFF. O'm not a fan of it, though.
Science - Gravimetric Scientist - Chance to create aftershock Grav Wells. This one is pretty cool as you can sometimes surround ships with Grav Wells. When this happens you'll start to do some nice damage.
Usually not much survives that combo. And on the off chance something does, you should be able to drop a Tyken's Rift 1 on top of yer GW by then. Get a GW proc off a doff and its even more fun.
Thanks for help i not bothered with the graviton generator skill i looked online and barely noticeable size difference and i understand hold is good but i can use chronitons to that effect and really as said its more of a crowd control so my spread 2 and scatter 2 can join in lol, i looked at deflector ability it named a few but not grav well, the assimilated console has grav generator ability so will get that and atm my gw3 does 1150 dmg per sec
Grav gens do help. A high gen build can pull them in from much farther out, and hold them in there. Ship explosions and your weapons do the rest; particle damage is minor compared to your weapons and the warp core breech chain reactions.
I use the upgraded JH dish which has a strong graviton.
You can find a decent particle AND graviton deflector with a little looking, getting around +20 to both, or you can get +30 or so for one of the two.
The reman proto has over 30 to graviton, 0 to particle. It does not have much else of use though.
Solanae has a ton of particle gen and accuracy, but no gravity.
The borg ones have less than 20 to each. JH has several good sci skills above 20 but no particle.
Don't hesitate to get a purple random XI, a graviton dish with + graviton will hit over 30.. and it could get particle as well... look around.
Careful use of aux batteries can really give you a strong well when needed.
there are 2 generaly usefull consoles (assimilated and tachyokinetic) that boost graviton gens...so no need for any extra sci consoles to boost it appart from 6 points in the skilltree.
maybe get a emabssy sci console with grav gens, but that should be it.
Sad part of grav well is that the damage falloff for range is severe as all getout. So, grav gens to keep target(s) as close to center as possible > part gens to make each tick punch harder.
Then, as others said, weapons - a CSV I with those Vesta Aux Cannons knocks shields down something fierce, then a torp spread helps that Well's kinetic punch squish hulls quickly enough to start warp core breeches which is where the damage really starts adding up...

Grav Well's immensely useful for crowd control, but as others have said, it won't really do much for mob killing, except maybe fighters and some shuttles....
I personally LOVE using it in conjunction with the Breen Transphasic Cluster Launcher...; get a bunch of mobs in there, then shove the launcher down their throat...massive aoe kinetic damage all-around!
I did use transphasic before but wasnt a major fan tbh i am using quantums at the moment but i want grav torp of the dyson rep that will be nice lol i think i will do the grav gen, why 6 and not 9?

A lot of the information online is out of date. There was a patch a few months back which fixed graviton generators, they have a larger effect now. For every 1 point you get 0.015km added to the radius of your well.
Now that's not much, but if you take a 5 science console ship, full aux power and a gravity well 3, and slap on everything in the game that boosts graviton generators and use the romulan rep power the maximum gravity well size is 18km, or 15km without the rep power.

Pop the core boost, then the QSM from the Romulan rep, follow up immediately with a GW3 fully specced and a sensor scan. Subnuc anything running away.
Pause for dragging in, then hit them with the elachi subspace console.
You can either use the period of bunched up blindness to either pick on the weakest ship for a warp core chain, or close a rift in MI.
