...No, it's just "not worth it" to make the Ushaan-Tor into a usable weapon...
I'm sure many people would be willing to pay for a second melee weapons pack that includes an Ushaan-Tor and a Mek'leth. Perhaps not as much as a new ship pack, but sometimes doing things the players like takes precedence over just making the most money possible from every single little thing you do... Or you might just find yourself with no players to make money from.
...And you could always replace those two weapons with generic swords and daggers from Neverwinter or something.

Well over 20 different types of Klingon Melee/Ritual Weapons of which the bat'leth is the only one we have in the game.

End game Klingon disruptor pistols seen in just about every series but the elite ones just look like they copied sniper rifles and called them a pistol.
All those hirogen and jem hadar melee weapons.
Anyways such a long list of canon that just isnt in the game for stated in the past technical or programming problems.
