I've reached the highest rank in my Romulan character. So where, as then with my Federation and Klingon characters ships, is my Warbird's Quantum Slipstream drive?
Unless it's something to do with Romulan warp engines not being anti matter based.
Try pressing P in system space and scrolling down very slowly until you hit Q. Also, make sure you actually visit NRC and receive your Promotion from Admiral Whatshisface.

Tried to apply solutions suggested there and from yourselves and so far nothing seems to happen so remain open to suggestions as to where I might have gone wrong for it not to just be there at level 50.

If all Captain skill points are not allocated for a character, a known bug may cause the Quantum Slipstream Drive to not become available. Ensure to allocate all skill points up to the maximum 366,000 when possible, although having 500 remaining (365,500 allocated) appears to not induce the bug.

The full impulse button in sector space acts as the quantum slipstream. Quite annoying as I accidentally activate it when I only intend to go to maximum normal warp.
Just a wee update to let you know I now have the Quantum Slipstream Drive installed on my Warbird. So it was just a case of "respect " for skill points as the link I placed on earlier discussion of the issue here discussed.
