That might be crossing the line, making the Feds more jealous. They could self implode from jealousy. They'll start clamoring for their own ultra epic raider, more so than they already are.
I honestly wouldn't mind if the Feds got their very own Raider-as long as it was a copy of one of the existing KDF designs.

They want those perks. But they don't want the compromises of significantly less hull & shield mods, less weapon slots, awful fleet level console numbers and assignments, 11 BOFF skill slots instead of 12 (unless Fleet Norgh, but that gets only 9 Consoles despite being a Fleet ship), etc., etc., etc.
Great example? The Breen Raider.
For all the raving of the hitting power, very flexible setup, speed, actually having the best Flanking bonus (better than what the BOPs will soon get), great maneuverability the ship has, nobody flies it anymore. Yes, it doesn't have the cloak of a BOP, but all the other characteristics are there of a BOP. But it has the speed and handling to get itself out of trouble easily to recover, most definitely so in PVE. But nobody flies it because they learned that they can't take the heat anymore while flying such a fragile craft.
People "on the other side of the fence" look at the KDF BOP and say, "that's great" or "that's OP," but when playing such a craft, they cannot handle it. They can't take the heat. They can't survive. But they want all the benefits of the KDF BOP and none of the compromises.
