All three choices said they had Subterfuge and Superior Romulan Operative so I chose the tactical one. He only came with Subterfuge (or should I say he came with Superior Strength, Superior Stubborn, Physical Strength and Subterfuge as his 4 passives). I feel ripped off. My next New Officer came with both like it said.
Did I indeed get ripped off? Why is that boff missing the most important passive? I would not have chosen it if it said those passives.
(and I've never once seen a doff mission for a boff on New Romulus. How rare are they?).
I have one more New Officer mission left but all three choices only come with Subterfuge and three ground passives. I don't even want one of those officers.
Not all Romulan BoFF's come with SRO, even with Purple (Very Rare) ones it's a random roll of the dice ... You also have two other variants of the "Operative" trait that can pop = Basic Romulan Operative and Romulan Operative, with a consequent reduction in the bonuses given ...
I also didn't think they could have both Subterfuge and SRO ??? Can't recall ever seeing a BoFF with both, but perhaps they can with a random roll ...
My Guess is that you simply misread what the traits were.
On a positive note, if they have one of the popular Tier III skills, you should be able to get a couple of hundred thousand EC for them on the Exchange, or if not at least 35k<-->50K EC
No I didn't misread. I had a choice of engineer, tactical or science (it's a New Officer mission, not a doff mission). Each choice had Subterfuge and Superior Romulan Operative listed so I chose the tactical for the Scatter Volley III.
My next New Officer choices also had both listed, I chose science, and it has Subterfuge and SOR just like it said it would, or at least I think it does. I haven't commissioned him yet, he's in the right-hand list waiting for me to do something.
The New Officer claim missing SRO is very rare, the second with both passives is rare. I wonder if that makes a difference because I read while researching this that very rare boffs have a problem with not having SRO.
Do these boffs reroll their passives when commissioned? It's been ages since I commissioned a new officer but I did think the passives listed on an uncommissioned boff remained after commission, or else what's the point of buying one off the exchange?
When I get to my main computer I'll get screenshots of the two boffs in question.
When getting one from a quest reward it is possible to scramble the mouse-over so you are still seeing the previous one or something. This is true with all in game "tool tips" or "mouse-overs" --- you have to watch them very carefully or you can become confused.
If the reward says it has SRO from the mission, in the reward mouse over, it should have it after that, both in your 'candidate roster' and when commissioned to your bridge.
I think your mouse-overs got tangled up and you did not see it (should be obvious: you mouse over the engineer and it has tactical team 1 or whatever) in time.

Ripped off is a bit harsh - it isn't like some GM was sitting there with a 'bait-and-switch' button laughing to himself as you selected the BOff. Probably just some random bug. I feel your frustration, but your only real choices are to toss it up on the exchange and see if someone buys it for the

Exceedingly rare. They do exist. I actually had a relatively steady stream of them for a month or so - ran the mission 4 or 5 times and picked up 2 VR SRO+Subt and one Rare SRO + Subt. Since then I haven't seen the mission at all in about 6-8 weeks. It only pops up in Tau Dewa space, or on New Romulus command center. I've heard it can occur in your embassy as well but haven't seen it myself.

No I know exactly what each one had. Engineer had Aceton Beam III, tactical had Scatter Volley III, science had Viral Matrix III. I chose tactical. Like I said each choice showed both passives. There's no way I would have chosen the one boff without both.

The next turn in were all rare with both passives. The last turn in are all uncommon with just subterfuge with the only rare skill among them boarding party III. I haven't turned it in yet.

They usually come with both Superior Romulan Operative and Subterfuge. Every single one of my Boffs have both traits, aside Tovan and my Andriod ground medic.
The first one I commissioned right away because of his SOR, and looking at him after commissioning is when I saw that he had different passives than what he should have had. Then I took a chance on the next turn in and that boff had the passives it said it had, I just need to commission him.
That first very rare boff also has a different name than what it said. I don't know if that makes a difference here. All I know is it's not the tactical boff I chose but some new random one.
