ARC vs Keybinds

ever since switching to Arc I can't get my keybinds to work. Did the location for the keybinds file move from the live folder?

C:\Users\USER\AppData\Local\VirtualStore\Program Files\Perfect World Entertainment\Star Trek Online_en\Star Trek Online\Live
