I really want to use more of the special consoles (Rep and Lobi), but find I cant afford to sacrifice too many of the normal ones without compromising my build.
So, why not give each player one free universal console slot for every Tier 5 Reputation obtained? So each time you get to Tier 5 you can purchase the reputation console and equip it without having to sacrifice your existing build.
OK so it is more power creep, but it is rewarding people by playing the game, and gives us more incentive to finish all the reputations.

Also, honest and blunt thought here, it'd make a much larger difference in PvP, hence why people are saying that. It really wouldn't make things any different or matter at all in PvE.

Maybe if universal consoles could only be slotted in those universal slots and thus removing them from being slotted in science/engineering/tactical slots en this might have merit.

I could back one universal console slot for all universal console minus a couple such as the borg console. If they wanted to do multiple I would make a cap in other words consoles that out put visual powers, AMS, ISO, Black ball of doom, etc would count as two slots. Now that I think about make it one universal console slot with exceptions to the borg assimilated module and others like it that really do not do much except grant a slight buff.

Hrmm, that would be 4 additional consoles - that would be pretty rough. With additional reps, it would get pretty heinous pretty fast. Now, if it were something like with a new holding - like we're going to see with S9 and pretty much every six months or less...that worked like the +1 DOFF; where we could T3 a holding for +1 Uni Console slot...that might be a thing. 4+ though? That's getting...yeah...

Virus I am with you. The Assimilated console by itself even int he set is pretty "balanced" it offers a +power to weapon subsystem and a boost in crth and critd nothing major, same witht he tachyometric converter. borg 2 piece for OWA is not that bad but the rest the sets give some crazy things. It seems 3 or more piece sets have some op bonuses. Some single pieces to sets give you things that you almost could forego Boff abilities because of the overlap.

Hard to answer without just saying greed; I suppose I just want to play with them but don't want to have to compromise to do so. And your right, I don't need any of them.
Every time something new and shiny comes out, I have a look at it and if it looks good, I want to play with it. But, if that means taking something else off my ship that I really don't want to loose, I don't bother.
When you have a full set of Fleet holdings consoles, it is hard to take any of them out. If I had a number of universal slots, I would buy more C-Store and Lobi consoles and play around with them.
This is the reason I hardly ever buy ship sets, because with very few exceptions, you never end up using all of the consoles. I understand the reason Cryptic did it this way, but it is a shame that all these ship abilities were not integral as this would have avoided half the problem with the consoles.

Yeah, no one is arguing with you on this point. Powercreep and planned obsolescence is part of any game. But instantly granting 4 console slots without sacrificing something is way out of bounds. It's Romulan Superior Operative stacking out of bounds - which has pretty much single-handely made PvE and PvP a joke.
The toys are fun to dink around with and some of them are very useful in the right builds in the right situations.
I myself have a strong compulsive streak when it comes to the consoles and in solo PvE I'd sooner slot a gimmick than a normal console most of the time.
But knowing that they are mostly situational, and that each is good for about one use in any given encounter or skirmish, there is a tradeoff involved. Passive consoles are by definition always-on so they are of more general use than the universal consoles are and they are the building blocks for optimizing a build, IMO.
Also, in a way the universal consoles force you to optimize for and build around them. The more uni's you put on a ship, the fewer passive consoles you can use, and the harder it gets to optimize due to competing uses.
That leads us to the conundrum that some of the uni consoles are not that useful at all and you end up not equipping them in favor of something else that's more useful.
But it's irritating that you can't slot that console you bought, isn't it? I can understand why people would ask to pack more of them onto their builds. I can also understand why Cryptic can't take that too far. Might as well rename every ship the "Deux Ex Machina". PvE would be no challenge at all, and PvP would be complete chaos.
There's also the issue that some of those consoles are not simply useful... with the right optimization and tactics they're simply devastating. Players should be forced to give something up to be able to use them.

I have to agree that four would be too many, but like the little boy in the sweet shop told by his mother that he can't have the big jar of sweets - "How about, just one?". The last holding gave us an extra doff slot, could the next one give us an extra console slot?

- Univ. Consoles become abilities and cannot be put in console slot anymore.
BUT each ship would have its own ability slot.
just like an hangar bay, you would have an "ability slot" where you can put your ability.

I previously suggested turning activation consoles into devices, as there are no passive device items. I even suggested simply making gimmick active consoles into abilities all of the ships on an account have, while retaining the limitations on which ships powers would be available too. What I took from that was "people who post here imagine most of what they read."
As I read your post I realize you are asking for a similar concept, but you want a console slot for arbitrary reputation achievement levels. How can people decry making the reputation system and all of its per-character glory attractive?
TLDR? Power creep needs limits, STO needs tradeoffs. No to unlimited/expanded universal consoles.
