You can place a maximum of 4 (not 5) in any one console line, but in total add up to 10.
EG once filled you could be 4 eng, 2 Sci, 4 Tactical (non fleet could be up to 9 instead of 10)
Combine that with some sort of 2 piece set that included the quad cannon and some sort of B'Rel console.
I really like your universal slot solution permitting the captain to determine which type of console has 4 slots. It would be a very nice unique feature to this iconic ship. Maximum of 10 console slots on a fleet version, equivalent to other vessels.
As an easy(er) to implement solution to the shortfall in boff passives, Cryptic could make the boff assigned to the Commander slot have a DOUBLE passive bonus. This would make the boff seating equivalent to 5 seats without having to add any seating to the B'rel.
On your suggested 2pc set bonus, rather than quad cannon, make it some sort of DESIREABLE torpedo. Since the B'rel using the EBC is designed for torpedo tactics, playing to this design would make sense. Perhaps a torpedo that will benefit from whatever type of tactical torp console you have loaded. For example, if you have transphasic consoles, it would boost this torpedo, even if it is not transphasic. This permits diversity of builds.
The second piece could be something torpedo/mine oriented to play to the design. Perhaps a means of dealing damage to shields, or enhancing shield penetration by projectiles.
Finally, if the B'rel does have a lesser benefit from the new "ambush" bonus than the EBC T'Varo, this would be addressed as part of a revamp. It's not clear if the deficit (discussed elsewhere at 10%) truly exists. If it does, it should be directly correctable, perhaps by increasing the damage under EBC to match the T'varo.
Great work on coming up with some concrete, implementable, solutions to this vessel. Making its capabilities comparable to the T'varo should be the goal.

1. no Defense bonus for being smaller. for example my roms mogai has the same defense as my Klingons BOP.
2. Cloak CD needs to be seriously reduced by one means or another to make a BOP unique again.
3. no indicator so we know which side of a borg cube/sphere is the rear.
Simply put the BOP gains nothing anymore for its squishiness. Battlecloak used to be its one advantage now it has nothing to distinguish itself from the other ships out there. That being said its one the few not OP ships out there really. Frankly, if you like challenges then fly a BOP at least in PVE.

There is an indicator telling where you are relative to the target facing.
On the target icon on the top of your screen, you'll see a little white carat. It tells you where you are at as far as facings go, and if you fire at that instant, what facing you'll hit. I just found out about this less than a week ago and I've been around since STO's launch
