How do I navigate the new STO website?

So I'm trying to find info about the Hirogen lock box, and more specifically the duty officers that have become available as a result of it.
Every time I seem to be on the right track, the webpage redirects me back to the main Arc page. I have like 8 tabs of the main arc page open right now because of all of the redirects back to it.
I can get to this page:
http://community.arcgames.com/en/news/star-trek-online/detail/3031183-hirogen-lock-box-available
Then I click on this link to take me to the dev blog to get more info about the lock box:
http://sto.perfectworld.com/news/?p=1085941
But then it force-redirects me back to the main Arc page and I can't read anything about the lock box.
Working as intended?
