Romulan Fleet Uniforms

I'd be pretty shocked if this isn't a known issue, but it's basically impossible to create Fleet uniforms for Romulans.

I was just voluntold to be my little Fed-Fleet's "uniform officer" - responsible for getting our fleet uniforms in order. Not too big a deal, ya? Got to work on some fed uniforms. Members seem to like them. Got to work on some Rom unforms. Big problem: all the Rom uniform components are considered unlocks by the game (RR unlocked at level 2 after joining the Rom Flotilla, RF after joining Fed-side at level 10), which means they cannot be set as part of a fleet uniform.

TL;DR: What are Romulans supposed to have as fleet uniforms: Farmer Clothes!?

I've had this same problem. I find it so annoying that I can't rr uniform for my fleet because of a stupid technicality. I mean both uniform sets are unlocked by all players before they can join a fleet anyway. I get that the point is not to have uniform then some members can't use, but this is a complete fail. I went with the gun slinger preset in my fleets colors in the end, but it is nothing like what I wanted and I still only see it as a placeholder.

Yeah the best I could come up with is just using the plain old shirts, and pants with some color added, or using simple robes as these don't seem to be restricted.
