Title says it all. I'm a Fed Tactical Romulan Capt. I've been jumping between a fleet Dhelan and a retrofit Ar'Kif. A couple of days ago, I obtained my fleet Ar'Kif. I've heard many people saying it's easy to build a 10k Ar'Kif, but best I've been able to muster is around 6.5. So...
Details:
PvE only. On the rare occasion that I PvP, I have another toon better suited to the job.
I'd like to stick to a plasma based build. I have a small selection of fleet plasma weapons, but willing to do whatever I need to do to make it happen. Cannons, beams, a mix, it don't matter to me.
Simple is good. I don't have a huge bank acct, but I'm not on a crazy low budget either. Mid budget sounds like me.
I need suggestions for everything, mostly weapon loadout, engine/shield/deflector setup, boffs, doffs. I'm pretty good in the console dept I think (plas leech, assimilated, the rest various fleet stuff), but feel free to suggest whatever you can. I've looked through here and the STO academy builds, and I haven't found a whole lot that sticks out. If I missed something, link it up, and thanks for the help.
30 to 40k depending on whether you pug or go with a premade. Just pretend all the ap stuff says plasma instead.

At least I didn't give him whatever abomination your build is supposed to be. Single eptx skill, higher apb than apo, a torpedo (lol), 3 pc romulan (wut?), emitter arrays really? Oh wait you were the guy who said dmg was the best mod.

The only thing that can really say at this point is that Jimqqi's build looks awesome (I know, I see it ALL the time), but it's a bit out of my budget. When you say "Mandatory: Zemok", how mandatory IS mandatory? I just can't afford that level of doff right now.
Is there anything a little more unique that will split the diff between these two that's not a cookie-cutter build?
3 blue Damage control engineers so I can cycle eptw and epts. They're a lot cheaper than purple and for pve they work great.
With canons, marion and the 2pc borg weapon set isn't really needed as overcapping to 135 weapons power will do the same.
If you have leech , use it, if you don't it's good to buy but you'll still kill well enough without it. I have it on my KDF rom tac in a ar'kif and it helps fight the -40 power.
if you need another hull heal, change DEM2 for Aux2SIF2.
If you don't have the plasma quads then substitute them for the romulan plasma torpedo.
This is just a basic build, nothing special, feel free to change anything on it
I run a regular Ar'kif, not the fleet version, since you run the fleet version just add another tac console.
My build is not exactly cheap, Romulan Plasma DHC, fleet gear, purple mk11 and mk12, 3x purple Technician doffs.
Some of my justifications for my doff powers:
Lt Cmdr Uni = Engineer
EPtW1 = Dealing with tholians disabling weapons
Aux2Batt1 = more damage
Aux2SIF2 = extra hull heal despite the fact that I am an engineer
I tend to use low-rank shield heals: EPTS1, TSS1 because shields stay up pretty well most of the time, and it is my hull that I have issues with.
I pop an auxilliary battery, activate TSS1 and HE1, then Aux2Batt or Aux2SIF. Heal the hull, then fire weapons. Doing so makes TSS1 and HE1 heal large amounts with the power in Aux, then boost the hull with Aux2SIF or boost weapons with Aux2Batt.
If you cant afford zemok just swap out the apo3 for apb3 in which case you need no doffs at all. Everything else can be swapped for cheap green gear (I avoid overly expensive stuff I'll replace anyways when I'm gearing my alts). You can use a positron deflector and whatever engine you have on hand if you can''t get the borg 2pc. Likewise for the shield. Valdore is optional though if you don't have it you might want to drop one of the dem's for a2sif. I just put in the red matter capacitor for lols since I don't have one either. If you don't have t5 rom rep you can get swarmers from the fleet spire instead.
On a side note if you decide to do cannons you're going to want 2 copies of csv. It's hard enough to get good dps with cannons that you don't need to gimp yourself with single target in pve.

Here's a pve build I used for my Romulan tac. One of the goals is rp, so it's not fully optimized, but close enough. Feel free to use for reference.
