You've no real way of dropping your opponents shields, and while being able to run higher Shield/Eng/Aux power levels is nice you'll get much greater mileage from all of those in a sci ship running flow caps and shield stripping/draining. And with embassy sci consoles adding +PLA damage you won't really miss that tac console slot, depending on ship choice of course.
I can see the idea of running several copies of HY and APB but dropping your opponents shields and hitting hull with torpedoes is going to be your biggest dps increase. If you insist on running a torpscort then I'd suggest going transphasic, with all of those tac buffs you might not even NEED to drop your oppponents shields before they die.
Any aoe spam, exploding ships, grav wells, tykens, B:FAW, C:RF will severely hamper your forward dps since both the omega and romulan hyper are targettable torps. Nothing more annoying than watching your swarm of hyperplasma and that heavy plasma bolt die to Donatras thalaron pulse. you might find it better to drop the rapid reload and hargh'peng, put the omega in the back(it has been nerfed recently) and run 2 fleet plasmas up front. With 3 PWDoffs and the romulan up front you will always be shooting SOMETHING.
18 months ago I ran with a torp heavy sci ship in stf and did good damage for the time, since then beams have had a massive jump in performance that makes torp boats pretty irrelevant for doing the structures. Even back then a dual cannon/dhc escort would out blast a torp boat.
For pets the delta flyers are generally not rated, elite swarmers and scorps seem to do more damage, do the flyers really do much shield damage?
Will the dem do anything without normal energy weapons, I think it activates with each hit from an energy weapon and the borg beam is kinetic?
Also do you need the engineering slot for hull repair?
One thing of note a ship with torp spread 3, the gravimetric torp and protonic set and high base crit hits with rom boffs can in theory get over 4k DPS from their torp setup if they have 5 targets for the torp spread each time it becomes available. Dyson torp +6 crit, +10% crit, +3% crit, +22.9 photon damage, + 10% CritD on 5X8 torps with TS3( trained by the tame jemmy). With a2b or another ability accelerating strategy I think you can do that every 20 seconds.
With the HEC i'd go for either protonic with torp or one of those crazy dps faw builds without buying the insanely priced doffs.
Switch your DHC up front to a DBB and switch one of your torp Boff powers to a beam overload - or - get the omnidirectional beam array from Sphere of Influence.
It's my understanding that DEM only works for energy weapons, so you'd probably be better off with a standard EPtX1, Aux2Sif/RSP, EPtX3 layout.
Other than that, in PvE you could literally run mk X common gear and win. In such a case, there really is no "best" anything. But yes, as it stands you'd get the best damage potential from a Romulan Tactical Captain in a scimitar with a full energy loadout spamming beam weapons with FAW.
Recommend replacing the Cannons up front with the Experimental Romulan Plasma Beam Array. You get a nice special attack from it and as the other person suggested use a beam overload on it as well for a huge resistance debuff.
