So the ship with the biggest guns wins? Well that's combat for yah. We might somehow expect complicated class-based gameplay to reduce down to a relationship as perfect as rock-paper-scissors but unfortunately that won't ever happen. Something in a game like this will always be better to use than other things, so why use it as the basis to complain about a novel ship type? However less competitive it is against the right answer to the question of STO it's got some fancy bells and whistles which are, quite honestly, much more preferable to yet another ship of a type I already have.
Say they gave us a dedicated escort, or dedicated science ship. Unless they simply made it better than my Aventine or Mobius I probably wouldn't care enough to grind for more than one of them. As it is I'm running four characters through Q's anniversary sweatshop and I'm shooting for a dyson ship bundle once those hit the C-store.
Why? Because they're different. They're something that I haven't played with (much) in the two years I've personally spent with this game. It's the entertainment value you should be focusing on, not irreconcilable balance problems of a type ALL games have (at some level.)

The Fed ship has a higher shield modifier, but it should have at least a higher hull strength to go with the KDF ship. Romulans have the lowest shield modifier and hull strength to match the cloak and singularity powers, but for some strange reason, the KDF ship has a higher hull strength than the Fed ship.

The Secondary Sensor Array is how they are "fixing" Science Vessels - just as the Comm Array is how they "fixed" Cruisers. This Science Destroyer is just a ship, not what all Science Vessels will be. It is just a typical RA-level ship with a slight twist: Science or Destroyer with cannons.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Nah, players-schmayers. :P I'm betting the Vesta class has cannons because it's a part of the liscence deal with the author. The U.S.S. Aventine had those cannons in the Destiny novels, so they're pretty much integral to the ship and not something Cryptic invented.

My Aventine can out damage most escorts with ease and still out heal and out tank them as well. Slap some Elite Scorpions in its bay and you have an utterly ruthless vessel that outshines most other ships in the entire Federation Fleet. However, the Aventine is not an Escort Science Hybrid it is a Flight Deck Cruiser, Escort, Science Ship Hybrid with some pure Win sprinkled in for good measure.
As for the new Dyson Ships... Yeah...
If you get it on the Fed Side you are kind of silly... The Aventine may be more difficult to fly than the Dyson ship will be but for $50.00 (same as the Dyson ship to come) the Aventine is a vastly superior Science Vessel.
It is the first and only Science Vessel for the Romulans, that is not in a stupid Lock Box, so it is a good ship for them. It is okay for the Klingons as well but not particularly amazing from what I have seen so far.

I would assume that the Federation would just develop Phase Cloaks that can fire while cloaked which would ruin any gameplay balance in this game.
Personally, I find cloaks to not belong to the Federation's style. Easiest method would be just to raise the hull and shield strength within reason of all Fed ships to balance them with Romulan and Klingon ships, but maybe an exclusive Federation mechanic would be better.

No, the vesta is a damn good science vessel. Not an escort my any means, although her aux cannons make her try to be. She's a decent science cruiser with a decent capacity for damage.

Why do i feel that this is a FED's lack Cloak thread in disguise
It's not because I agree with him. I don't mind the new ship, I like it personally however I agree totally that this is not the solution to the problems that Science Space Skills have faced all along anymore than adding new consoles that have specifically science skills on those consoles will fix the problems!
They seriously need to take the time to sit down with all of the other skills other than TR/GW and they need to add the skills that were in Voyager that we've still not seen added to the game yet. This whole package in Season 8 was supposed to be all about science, all about Voyager and all about the Science of the Voth ships/ground troops yet all I've seen is a new limited grind fest for new rep and new gear with no emphasis on fixing the troubles that are inherent to the science class. A great example of a gimped power is feedback pulse, something that would easily cause a breach in the core of any ship when it's used yet it's hardly a tickle now.
Don't misunderstand I'm enjoying the ground/space gameplay and the story but there's alot of work that needs doing. One of the major issues is changing the kinetic damage BACK to exotic in many of these skills so they can be affected by Part Gen and bypass shields like they should.

Actually, as I see it, science officers have very little synergy with science ships. Science officers only bring 5 powers to the table everything else comes from the boffs and can be ignored. Those 5 are all long-cooldown-short-duration. Thus they combine with burst damage to be used to maximum effect. Science ships don't do burst damage very well. Science ships do low sustained damage.
On the other hand, Engineers have powers that buff power, which is great for science ships since it pumps up the Aux for all the fun space toys. They also have miracle worker to max shield and hull heals, and science ships have very nice shield mods. Tactical officers have low recharge powers that are available for every spawn and similar timers to most of the boff science abilities. Plus they can recharge boff abilities faster.
As I see it, both engineers and tactical officers have better synergy with science ships than science officers. The two exceptions being the vesta and the dyson destroyer/science ship since the cannons give spike damage that fits within the window of the captain's debuffs. Outside of these twoships, I think science officers should fly escorts for maximum synergy with captain and boff powers.
I play KDF primarily and anniversary ship fills a HUGE hole in the KDF ship line up.. I WILL get the 3 pack of the KDF versrion when it hits the C-Store, and if a fleet version eventually follows I'll get that too!
Of course some folks are "upset" over this ship... But no KDF players I've talked to are upset about this particular ship, and few Romulan players, no matter which faction alignment.
Either way.. It's not going to get nerfed, or removed so, if that's even what your looking for, forget it, not going to happen.

Also after 4 years of STO they'll be more ships in the future to gripe over too..
Just glad to see this ship for the KDF.. for MY faction it's going to be a step up. Don't be to surprised to see quite a few of these in PvP in KDF hands... A Science ship that can deliver DPS in its second mode.. totally awesome!

When the 3-packs hit the store, I will buy the KDF one, or at least 1/3 of it (whichever has four tac consoles). I love the Vesta, and a similar ship for my KDF sci captain is just what the doctor ordered.
I'll most likely never use it in tactical mode, as TBR3 will give me FAR more damage than a proton DHC none of my tac consoles will boost.
