If you've ever watched, When at a full stop your defense value drops to a negative number. You don't get your full DPS value until your at or over 25% of your maximum speed.
My suggestion? Sink the defense penalty to the ground. Drill a hole in that ground as far as you can go, drop a few anti-mater mining explosive down the hole, and then drop the defense number as low as it will go again. Throw in some more anti-mater mining explosives. Maybe stop when you get near the planet core.
Why? It occurred to me people have been trained to sit still or near still to do maximum DPS. On the assumption DPS is out of control? Making sitting still a death sentence.
Things that do have super speed and can turn on a atom to make maximum use of DHC? That speed now becomes a fault when the ship has to fly non-stop in strafing runs. (They may do better when they're defense isn't -50% anyway.)
Don't like the idea? Then don't like. Even I don't. I think it's sort of draconian, but it is a "simple" solution. I like simple solutions.

Sitting Still gives you -15% Bonus Defense
The Escort's +10% Bonus Defense only applies while moving.
The Aegis 2pc +5% Bonus Defense only applies while moving.
The Elusive Trait's +10% Bonus Defense always applies. (You're at -5% Bonus Defense now.)
The 9 in Starship Maneuvers' +15% Bonus Defense always applies. (You're at +10% Bonus Defense now.)
The Aegis Engines' +5% Bonus Defense always applies. (You're at +15% while sitting still now).
The Reman Infiltrator Trait's +3.8% Bonus Defense always applies. (You're at +18.8% while sitting still now.)
The Subterfuge Trait's +2.5% Bonus Defense always applies. (Five of those, you're at +31.3% while sitting still now.)
Note: Yes, this would be a Reman in a Lockbox/non-faction Event Escort.
That new TAM console's +1.7% Defense...is that +1.7% Bonus Defense or some other calculation? Does it also apply while sitting still?

So uh...yeah...although they've changed certain buffs that provided defense to be speed based and thus not apply while sitting still, say we were to go with that +33% Bonus Defense from above vs. an attacker with no Bonus Accuracy...they're looking at a 75.2% chance to-hit vs. a target sitting still.
If none of those bonuses to Bonus Defense applied while a target was sitting still, then you'd be looking at a 113% chance to-hit - giving +1.63% CrtH and +6.5% CrtD.
It might be a curious place to start, sitting still being that -15% regardless - a fixed number. But it would likely wreak havoc in PvP...where nobody sitting still is anywhere near -15%.
edit: Course, such a change would likely further infuriate the Cannon vs. Beam arguments - where the Cannon guy would have to strafe while the Beam guy could continue to play NASCAR-in-Space Online.
