Doesn't that shut down each system randomly for a short period? I thought hazard emitters cleard that, or science team.

They really should make science team able to clear it outright. It's a science debuff, so logically science team should be it's counter! Engineering team should treat the symptoms, but science team flat out cure it! That's how it SHOULD be.

I've never had a problem with ET clearing it, 80 points in subsystem repair is about 50% reduction in disable time per system, this can be achieved with 4 Human boffs, add in some points on the skill table and you can make it a minor inconvenience,
If disables (See Tricobalt, Photonic shockwave) are an issue, inertial dampeners are roughtly 1% time reduction per 1 point. (In the ship status window rather than the skill table)
Yeah it is worth saying that if you have 3-6 ranks in subsystem repair and an all human crew VM does next to nothing to you, it is literally a second or two minor inconvenience. It is one of the cheapest and easiest things to resist to the point of it being pointless.
Also you can use a battery to bring a subsystem back online when it is taken off by VM. I use weapons batteries in no win scenario for that reason and you just keep on killin.
