Again: Phaser Lance needs an upgrade

Yep, i know there have been multiple threads concerning this.
But anyways, as everyone knows it NEEDS an improvement to accuracy, it's impossible to hit ANY moving targets, and that with a 3 min cd!

The 2nd thing to concern: this thing is meant to be the super-weapon of the federation, at least in pve it could dish out more dmg.

and lastly, you see the weapon punsh through 2 layers of shields and the whole target ship, it should get a proc improvement.

So the idea: Massive Improvement to acc,
Double the damage against not-player-targets
AND in addition to the phaser proc, give it: -25/-5% crew (whatever is lower), 50% chance to trigger a random not-shield subsystem-offline proc that lasts for 10 sec.

^^ this, and additionally add a piercing proc. It's meant to pierce shields and as such should significantly bleed through those. Then introduce a Negh'Var Dreadnaught Cruiser (see Klingon Fleetyards forum) with the same mechanic. Done.
