Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
Do you know what would be nice? Since we know about the secondary Deflector coming on the anniversary-ship, it would be nice to have a functional Deflector Duty Officer, these can reduce the cooldown on Gravity-Well, but not on Tachyon-Beam 1 or Energy-Syphon 1 (I tried to find a cheap Boff-ability to increase the proc-rate on my Fleet Ar'kif).
You can also see the bug in this topic (first post #1), I tried it on Holodeck yesterday and looked through all Tribble-Patchnotes since the 10th January to see if it was fixed. At least I didn't find any notes of a fix.
You give us a nice shiney toy for the new Science-Destroyer, but the one thing that would make it perfect is broken.

If Star Trek Online was an Open-Source (GPL) Game, we would have a low-grind fork.

This thread has more information on the nature of the Deflector duty officer bug.
It was introduced with the 10/10/12 patch, which modified the global deflector ability cool down.
borticuscryptic ran a quick series of internal tests when the gravity well and tykens rift changes were being introduced and his tests reported to him that the duty officer was working on the broken abilities. He believed it was only our tool tips that were broken.
Sadly something must have gone wrong with borticus' tests because the doff is most certainly not working at all. It dose not merely proc rairly, or provide a greyed out ability icon that works despite looking as if it wont. It genuinely does not work at all ever on tachyon beam or energy syphon.
I have invested far too much time testing this bug for any possibility that I may be mistaken.
Since the deflector doff is being fixed I'm happy. Now the Breen energy dissipator has to be removed from the shared cooldown with GW and Tyken's since it's a copy of energy siphon 1 with a horribly long cooldown.
Also next in my list is getting Juel Ducane (Warp Theorist) looked into.
When you equip your loadout, it would be nice if it would remember whether or not you disabled visuals. It was a little annoying to constantly disable visuals on my Borg engine/deflector. It seemed to remember my console though.

"WHAT, how dare you test... Errrmm... I mean. Oh, thank you for finding this, we should really be more careful in our notes. Aren't we so absent-minded? Hehe."
IS the Quartermaster Doff sill ignoring the RMC, even though it is blatantly a "Battery Power"? The tooltip needs to be clarified if nothing else.
Why do the consumable combat pet "Fighter Squadron" (The peregrines, for example) share a CD with the Emergency reinforcements-ability thing (The one where you can call for help when below 50% health...) - that just seems absurd that I am going to kill my ability to save myself because I used a consumable?

Finally I?ve patched again to test the new quick-equip-system.
It is working fine at all but one question left:
I put my secondary equipment into my bank. When I switch the loadout on my ship these items are in my inventory again....
Will it be possible in the future to swap things out of the bank?
Agreed. That would be a nice little touch.
