Suggestion: Bridge Officer Powers and PADDs

I just want to get a sounding board off one of the Devs to see how possible this change would be.

My suggestion would be to redo how boff powers are disturbed. As for now, you have the awkward system of training up your bridge officers either at a Boff Trainer, via captains, or by having one officer train another.

The Boff trainer, while the most straight forward, has a limited list of powers available, and are restricted to certain social zones.

Captain training is straight forward enough, as long as you are training your own officers. If you need another player to train an officer, you have to strip them down, trade them to the player, and then trust them to train the boff and trade it back.

Boffs training boffs is awkward enough, as they have to be in your crew... but not officially. It also leads to a weird canon thing where the boffs are disposable, and consumed after uses. It also makes looking for certain rare skills on the exchange a pain in the TRIBBLE, as the listing is by bridge officer race and class, but not that one skill you need.

My proposal would be to introduce a new consumable item in game that holds one boff skill. A PADD, with a course on Transfer Shield Strength 3. These PADDS would be sold from a dilithium trader for a modest fee (suggested 100 for 1 PADD. Alternatively, you can have different levels of PADDs that holds different tiers of skills, 100 for Ensign-> 2000 for Commander.), and they would be blank. You then can load up a PADD with a selected power, either unlimited from your captain skills, or once from a Boff. If trained from a Boff, the boff will "forget" the skill and will have a blank spot for a new skill. This will prevent mega farming of skills from boff and keep a market for them. Captain's skills, however, will be unlimited number of copies, because you are awesome.

This PADD will now be tradable, or sellable on the Exchange. You can then search the PADD category for that specific skill that you want. Buying and selling Bridge officers will be based solely on their traits, which will help people decide the TRUE value of a bridge officer. This will also make it easier for people who want to min max their builds to purchase Boff Traits and skills separately. Or this will allow for RP heavy players to keep the bridge officers they are attached to on their bridge, while switching up skills with ease.

This would also instantly make an EC market for skills that will be traded. Some skills will be worth alot. Some not that much. But the prices would be transparent to the consumer and seller. New Captains can start selling their expertise in Gravity Wells 3 and get an income off that.

This would also allow for easy additions of new boff skills, as you can drop PADDs into lockboxes or as loot drops from enemies. You can learn a new skill from your enemy by stealing their intelligence and applying the teachings to your crew.

    This sounds very similar to something suggested by a Dev (Gecko perhaps?) on a podcast a year or so back. It makes sense, it should happen, but whether it will...
