Mirror Qin Fleet Gear - Help Please

Howdy all,
I only play my KDF toons a minority of the time in STO, however, I'd like to get at least my tac in his mirror qin set up to a passable degree. I'm unlikely to get T5 in any of the reputations on him in the near or even moderate future, so I'm looking at fleet gear.

For a general use, both pvp and pve which pieces are my best options?

    To start I would look at the Elite Disruptors, the Dilithium mine Nuetronium consoles with bonus turn, the Spire plus Critical hit Tactical consoles, Fleet adaptive shields and a elite fleet warp core with the plus 3.3% damage increase AMP effect.
