how do i access the shared account bank it says its not available

    Go to anyplace where you can access banks (Drozana, ESD, Qo'Nos, etc), select "Access bank," then on the next menu choose "Account Bank" rather than "Bank."

    Or go to your ship's bridge, and access it from your ready room. (Only Account Bank access there, no "normal" Bank.)

    From any bank terminal. there will be two or three options, depending if you're in a fleet or not.

    The first option grants access to character bank.
    The second option is for the account bank.
    The third option will be for fleet, again if you're in one.

    Now, another way is when you access your character's bank, at the top of the bank window will be two tabs. One for the character's bank, and another for account. So that way you don't have to come out and go back in.

    When you ask about this account shared back, I believe you are asking on how to get it on the 1st place...

    There are 3 ways on getting this...

    1: Z-store --1,000 ZEN-- ~ 125,000 Dilithium
    2: Buy the $299 Lifetime Subscription
    3: Get a 1 month sub

    After that you will be able to have your Account Shared Bank

    Here's my question: Why in the name of Crom can the fleet bank NOT just be another tab in a window shared with the character's bank and the account bank? Why must I close down character/account bank to open fleet bank!

    ARRRGH! RABBLE!

    Its because the Permissions are different. You always have access to your individual & account bank (if you have it...). You don't always have access to your Fleet Bank, and their may be restrictions on how many items you can withdraw...
