There is no reason to have upped voth hull and shields by 10% each, but despite that fact you did so... and apparently hull and shields on EVERYTHING as well.
Meanwhile, for some reason EVERY NPC type in existence is shredding my shields like I'm in a shuttle. This is with borg 3pc regenerative bonus... My shields have been flat out DOWN instantly after the first hit in combat more in the past 30 minutes than in the past 30 days COMBINED. It's idiotic. It's nearly unplayable. I used to be able to tank and hold agro while the team would hit the citadel in breach, but I was hull tanking and dying instantly.
I've noticed this as well, it is especially true for Borg in STFs. Borg cube torpedoes were hitting for about 100k per hit in KASE today. A single Torpedo Spread III from the Valdore one hit killed my Advanced Escort through full health, Transfer Shield Strength II, Emergency Power to Shields I, and Tactical Team I.
Just tried again... My entire team was losing shields instantly in 1-2 hits, losing 90% hull in any given fight even against the LOW-LEVEL mobs.
First hit every time took me down to a sliver of shields on all facing and 25% or more of my hull was gone in a blink of an eye. That's coming out of a decloak in an ABC firing every tac buff I had -- I'm instantly at death's door.
Also was running logs the last couple times and for some reason IMMUNITY MATRIX is casting more damage than any voth weapons on any ship or NPC in the breach elite. It's doing 60% of all the total damage on every NPC in the most recent log.
It's NOT SUPPOSED TO DO ANY DAMAGE! It's a shield damage immunity, NOT an attack! Per their own dev blog: "The Voth have developed a unique Immunity Matrix, which phases a volume of space around their ships to provide them with total immunity to damage from that direction."
And for some reason it's now killing the entire team... Yeah. Way to go on the patch. NOT.

Ran a STF earlier and didn't notice any thing different with the Borg either.
Also, just to clarify: the only enemy changes that with live with last night's maintenance was with the Voth (like, for reals):

When the Bulwark and Citadel use the Immunity Matrix, it's a Reflective Immunity Matrix, and will bounce your DPS back to you. It's mentioned in Season 8 Blog 7.
One of these days I'm going to remember to combat log STF matches when the Borg damage goes haywire. Some matches the Borg have their standard stats, others they deal massive 2-3 hit kill shots. There is a bug somewhere, it's just a mater of tracking it down.
When I used to run KAGE alot you would get the same thing massive hits from tacs drones and curiously Borg would be Running around the map compared to their usual gait evry time this has happened for me was when the server was noticeably laggy for me that nite, almost as if the server was trying to have the borg catch up to commands they had received 1-4 secs previously.
server has been pretty laggy for me today also, with several just plain freezes have only got the dreaded "server not responding" once though, just a thought.
In all fairness if they did buff the enemies up its all good, as of late this game has been getting real boring fast because enemies just die as soon as you look at them. The Borg have been a little more aggressive of late and in my last night STF's I took a beating and I actually enjoyed it because I learned different tactics to get around them.
Sometimes you get a more difficult STF/match/enemy sometimes you get a weaker STF/match/enemy its probably all random but please for the love of god don't water the enemies down if I want to pwn everything into existence I'll go play Borderlands or some console fps.
Voth gameplay wise with their immune shield always catches people out especially me, they always activate it when I alpha and beta up and it all bounces back it me and to be honest its fun cos I feel good that I just one shotted myself instead of the NPC doing it lol kinda like that ramming speed moment that you sometimes get ^^
