So I've been playing STO on and off since its release, and have finally decided to take a serious look at my Captain, Ship and overall build. I'm looking for any advice I can get to help improve my PvE performance.

My ship is the only thing I am not willing to change as I really love the Armitage and will be upgrading to the Fleet Heavy Escort Carrier once my Fleet hits T5, everything else though is up for change.

I have left some skill points unspent but kept the theme of max tactical that you want. I wouldn't recommend maxing any skill below commander rank and you got moderate resists to things like drains, stuns and placates, if you took inertial dampners and insulators to 6 ranks that would be a good idea, especially insulators.
I also think flow caps is a great skill to take to 6 or 9 as it affects a lot of stuff. You'll be able to compete with a lot of ships with a build like this however you won't get a ton of science damage unless you put points into Particle Gens.
Recommendations:
Flow Caps to 9
Inertial Dampners to 6
Power Insulators to 6
Subsystem Repair to 6
Particle Generators to 6
You'll generally do a lot of damage with this whatever you fly.
