Can one good single escort take out a competent healer with a good build in a cruiser? No. An engineer with a good build in an Odyssey or similar cruiser can be unkillable in PvP. Can easily soak 1-2 escorts without breaking a sweat. Look at Renim's heal build. I'm not aware of an escort out there that can take him out. There may be one.
Is the Neg viable in PvP? Yes. Nokhor runs a fleet Neg that owns. I think he switched recently to an Obelisk but you should PM him if you see him and talk about his build.

Romulan plasma with the 2-piece singularity harness set (console and experimental beam) is great. The experimental beam drains no power when fired with other weapons but it has no [acc] mods. I think it has built in [critH]x3.
You can only get two mods on the reputation store romulan plasma weapons so you'll be out 10% accuracy if you go this route.
90% of ships in the game were useless compared to a certain few until tech doffs came along. now just about any cruiser can be pretty nice. these COM, LTC eng cruisers benifited greatly from them

If that's your definition of mostly useless, then yes.
They exist because:
(a) Players like different ships for RP value (for example, the Varanus is inferior to the Palisade - but it's great if you like Gorn).
(b) The best ships are Fleet / Lockbox / Lobi and can therefore be difficult to obtain. "Lesser" ships give players cheaper options.
