I made the same mistake of buying the mercenary outfit way back when it first came out. I the time I was hoping I could use it for my Boffs so I could them have a more uniform look to them. Then I realized that you can't use that outfit on Boffs! That was such a wast of my money!
And then came the STF and now the Voth uniform unlocks. Here again, I can't equip the custom version on my Boffs, so what is the point of unlocking something like that if I'm going to be so limited in using it? For that matter, why the FRAK can't we mix and match STF and Voth costume parts with other uniforms? This is just visual stuff. It's not like it'll break the game if I have my Tac Captain and his Officers all in the same custom tac-looking costumes!

Not entirely sure, but I think the idea of dividing the costumes into different categories might have something to do with how when you turn on armor visuals while you have on the MACO costume (for example) only the helmet shows up and not the entire armor. I think this way it's designated as MACO armor, and the system knows what to do with it.
I don't know the reason behind why BOFFs can't use these types of costumes or why they don't just lump all the costumes of this type together.
I agree it would be nice if boffs could wear off duty and special armor costumes.
I think the main reason costumes are restricted into different categories is that it's pretty difficult - perhaps in some cases impossible - to ensure that all the pieces are compatible with each other without clipping or running into other problems.
The OP says it wouldn't be game-breaking, but I think the forums would be filled with irate players if their costume combo of choice doesn't work the way they want it to (that actually happens already from time to time).

on a secondary note, i would very much like to be allowed to give my Orion FEDERATION BOFF a starfleet uniform, I know they are cross faction , but i think its silly to limit them to just KDF standard wear
(Thankfully the Miner costume gave me NON spiky boots, and the Black coat is sort of close to the rest of my crew, well enough that she doesn't stick out of place too much)

my fed sci captain has a temporal science ship at the moment so I have all the crew wearing the temporal jumpsuit and luckily my fed orion bridgeofficer can wear it too, its the first time she's been in tune with the rest of the team.
you used to be able to do this before cyptic quickly found the time to fix this critical tailor bug. i have many boffs wearing mercenary, khg, omega, etc. it isnt a matter of there being some reason for it not being possible other than the simple fact that they dont want you doing it.
the rumor I heard about that one is the same as the swimwear kaibosh.
CBS doesn't want you and your crew running missions in fancy evening wear.
They can't do much about your character though in that regard.
But yeah, it would be damn cool if we could get MACO/OMEGA/DYSON/HONOR and the mercenary options unlocked for the bridge crew.

One not to put any stock in, since Cryptic have promised swimsuits this summer.(the reason for not having them last year having to doe with the time and effort required to rig up the character models.)

Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
