As far as ARC is concerned, when people realize that their machine is one big spy on it's own, then ARC doesn't seem so bad. Also, if it's affecting their gameplay, then it's time to upgrade that antiquated piece of...equipment.

I believe there won't be a new faction this year. We also know there is an expansion. When they introduced the rep system they said it was a way to expand a character with out a level cap increase. It was very effective but I think it is close to running its course for now. I think a level cap increase is due. They have talked about ship away team mechanic before. This would also mean new endgame content. Maybe even a crafting revamp. The only problem is convincing people that they need new ship gear again.
Exploration content is a little bit more tricky. Dilithium is always going to be the key factor. Why can't I explore a world and randomly find different missions with unknown rewards. Do a planet survey like that of finding new Romulus but at the end find a small chunk of dil ore. Maybe instead of an item how about a random ambush at the end that might have no reward but if there is make the payoff a bit larger.
While the stf's are too static just a change in enemy is not enough to prevent a build plan in advance. Look at nws. It is the same even though the bad guys are different.
The arc controversy is getting way out of hand with little information in it. I also have no use for arc. I think they dropped the ball a bit on this one. Instead of a launcher they need to get the Core Connect integration first. We still cannot do the most basic stuff on the PWE website. Other then buying zen there is still no reason for me to go there. I think arc is probably more easy to swallow on PWE's other games because they have the option of adding further option in the future like seeing other peoples achievements.
I think the only way to prevent this from being a complete pr disaster is to integrate the gateway into arc and to turn it into a social network hub. Let me see when my friends online. Let me look at their builds if they allow it and let me leave comments. Let me see my fleet starbase progress and the rep system activity and if I'm on one of my characters and I see it is time to log in then while I'm on that screen have the play now button that launched the game bypass the character select screen and bring me right to him.
Obviously this would take a lot of work but considering connect core is already setup to track characters and their achievements and gateway is already in the place to display information on characters and considering the web site has the ability to make comments on articles, why can't they work together. They build all these systems and technologies and none of them talk to each other.
If they had of gotten core connect working first instead of developing a separate web gateway technology they could have had a single web technology that would have made this kinda launcher unique. They are all over the place.
Thats becuase its already fleet level, it even comes with 10 console slots.
2) As for the Mystery guest, my guess is Harry Kim, personally I'd like to see Nealix again, after all what's happened to our ambassador of the Delta quadrant since Voyager got out of comrange from him? And here's hoping the come out with a Voyager in game with the voyager bridge, extra points if the E.M.H. is in sickbay. I've always been a little bummed out that the photonic science officer is not able to be customized.
I would say that ship is on par with all the other fleet science vessels. The issues you are describing is a much more deeper rooted issue with science.
With ARC, you may be right that like it or not, it's coming. But I don't see why they can't make a concession that gives us a choice. Why can't they let us stay with the current launcher? Why not a ARClite with just a basic launcher. Or the full-blown version that some players do want, with all the bells and whistles?
And who do I think could be the mystery voice over? I think it could be Robert Beltran, because Chaktotay was the one member of the Voyager crew who got to know the Voth and understand their Doctrine.
If I had a second choice, then it very well could be the Doctor.

Or Q to pull you back in time, Kes is long dead (accounting her age and lifespan), but there are many ways we could she her in game for a brief moment, temporal shift, Q, holographic message.
NCSoft did the same thing a few years back with their NCLauncher program. Like ARC, it was basically a single, front-end installer/launcher for all their MMOs. Also like ARC, there was much gnashing and wailing about its very existence. And in fairness, the first version of NCLauncher sucked. But to their credit - and considering I was a City of Heroes player from beta until its unceremonious shutdown, this says a lot - the NCSoft web team listened to feedback and made improvements to the program which addressed most player concerns.
If ARC is what the PWE reps have said it's going to be, then it doesn't sound too bad (I'm installing the beta client as I type this). If it isn't - if it eats bandwith, uses you as a P2P connection, or spies on you - then verify it, provide CONSTRUCTIVE feedback, and uninstall it. I'm fairly sure PWE doesn't want to lose players over a launcher program.
EDIT: Feedback email sent. The UI is nice, but the always-on requirement is no bueno because the memory footprint is larger than Steam, from which I currently launch all my games, PWE MMOs included.
