Currently, I am working on a little project. By that, I mean I am trying to make a fleet atrox build (including captain skills) on a budget. I have some very basic ideas on how I want it to lean, but other than that, I am stuck.
What I know I want:
1. major gravwell pull/trap (plan on having gravwell's I and III)
2. great turn for a brick/ability to pull out of enemy gravwells (1-2 RCS consoles, plus Starship impulse thrusters skill to 6)
3. ok Firepower (gonna use nanite Disruptors, and eventually voth gear)
4. in long run: voth rep gear
Note: fleet gear i dont plan on getting for a very long time. and I dont plan on wasting the few EC's i have for a plas leach console
What I am ok at: giving hull and shields better resist/points
What I dont know: How to build fed carriers for a sci captain (my main toon is a kdf tac flying the Karfi and using a different play style)
Other info: My budget is 6-7 million EC's
Any pointers/ ideas? It's primarily a pve toon, with minor fleet fun pvp planned
Not to toot my own horn, but I bet I could give you a run for your money. I have a totally different style, though, with the ship armed somewhat like an escort. I rely on my ability to fly the ship and my crowd control to keep my enemies in the firing arc of all six of my weapons as well as my science abilities. I think the trick for my style is that once an enemy gets in front of me, he will have a difficult time getting out of in front of me. 5-3 Km in front of me is what I call a "killzone" where things tend to die horribly.
I will have to put my build on that website some time so I can share it.
Her main roll is DPS/CC. A copy of all the particle generator powers. The second sci boff has a couple defensive skills. I fly her in places other then STF so the scramble gets use most of the time.
Back when BFaW was really bad I ran her as a plasma torp boat, 90 front arc of doom! Then they fixed BFaW so beams it is.
Edit: Back when I cared a touch more, I would either swap out the scramble for a tachyon beam or would make room for Seggis if I was fighting borg. Now I just limp along with a useless scramble, it's not like I need another skill to complete the mission...
And I could likely get more DPS if I changed energy types. As I understand it refracting tets aren't that great, but I wanted tets on my Atrox, she is my PvE ship so she doesn't *NEED* the best of the best, and I had freer access to Dil then Fleet Credits.
I once again match my character. Behold the power of PINK!
sweet. right now, my nanite disruptors are placeholder for voth gear. as this will be my first toon with the voth gear, ive no idea how i should actually set the ship up, so im planning on building it as a zombie from hell (if possible).
I have a Voth Palisade, which is basically a smaller and faster Atrox (same boff layout).
Gravity Well III groups enemies and Warp Plasma keeps them there. Obviously, target engines and Viral Matrix and tractor beam mines also help. TBRepulsors corrals any wanderers. TacTeam and RSP keep my shields up after attracting so much attention. Feedback Pulse and the Voth's Aceton Field turns all that damage into an explosive attack (and CPBurst softens them up beforehand).
It's also a torpedo boat, with both Bionuke and Nadeon equipped. TS2 rounds out the build for ridiculous AoE damage.
I find this setup useful in both PvE and PvP. I may consider a Fleet Atrox for PvP, simply because I need all the HP I can get.

That said, mine looks nothing like you are asking about.
I will drop my build here, tho. It is not a fleet one yet, but it should give you some point of reference.

Very nice build, and the woman in your profile picture is darn cute.

as to your pic, it seems familiar.....
