Question on boff mini-skill-menus

When I'm in ground combat with my full 4-member away team, what can I do with those boff skills under each boff's icon?
I know I can click to immediately activate any one skill, but what else? If I right click it seems to cycle through some other mode. It turns it green sometimes, red others. Am I telling them to not use that skill at all? Or to prioritize that skill?
Can I have my sci heal my eng? can I target one and hit the skill of another to heal them? Or will they just heal themselves or whomever at random? If I want a heal from them do I need to target myself first then try to get them to trigger that skill?
I really wish (among so many other wishes) that the ground controls weren't so iffy, and that they weren't so unclear and undocumented.
