i have the cruiser on an engi character, and the ship itself is a blast. one of the best cruiser you can get right now.
oddly enough this ship is not only a fantastic cruiser, it is also a fantastic sci ship...since it is both at the same time.
i'd say the commander universal used as a sci boff is a waste for PVE. way better off with a tac.
combination of grav well 1, APbeta3, scatter volley2 feels like a vacuum cleaner for large groups of npc enemies.
any ship that is capable of doing that combo kind of has an edge over other ships it seems. the shame is, that this doesn't get reflected in parses since warpcore breaches of enemies that kill other enemies don't get added to your dmg.
on a realted note: don't feel obligated when roling a sci captain to only use sci ships...in most (not to say all) cases this is a rather "unsuited" combination for the rather dmg oriented PVE content in sto.
Excellent points Baudi..I had thought a bit about using the Cdr Univ BOFF as a tactical one, especially to get TS III for my Dyson Gravimetric torpedoes :-)

I have used it with my tac officer, made a partigen Sci ship out of it, spamming tractorbeams and tachyonbeams with the talshiar 3 set bonus, I think science officer could make better use of it, with constant sci skill dmg boost and subnuke, and survivability abilities. But yes, I love that ship.

Doesn't matter if you are a tac officer, engineer or sci its going to work for whatever purpose you want to use it for.
