Okay please dissuade me from going with To'duj advanced or elite. I am thinking of eventually getting Orion interceptors for PvP but fighters seem better on paper than frigates for PvE. I don't want to micro manage pets.

Frigates are better at tanking damage than fighters, so if you want pets that can take a hit and stay alive then BOPs are the only answer. Otherwise, fighters do more DPS than frigates since there are more total weapons on target, and beams do more DPS than cannons since they stay on target longer, so if you are looking for pets that do DPS you want a lot of beam fighters. However the only KDF pets that have beams are the Slavers, but they only have 1x energy weapon while the other Adv/Elite fighters have 2x cannons (presumably the slavers' looting bene is why it has fewer), so after that you are basically looking at generic pets like Elite Swarmers.
You didnt say which Vo'Quv--I would just point out that the Mirror Vo'Quv doesnt have enough sci seating to keep frigates alive for long (not enough slots for multiple TSS and/or HE), so keeping your pets alive means drawing aggro on yourself with threat consoles and the like.

Qaw'dun pets will throw THY3 salvos at enemies... keep the target painted with Attack Pattern Beta, and they positively crush the enemy hull. Though, admittedly, they're terrible at timing their usage of CRF.
Elite Tholian Widows (from nukara rep) use beam array and dbb's. Elite Obelisk Swarmers (from spire store) also use beam weapons. Though, I admit I'm not too sure how effective either is. I haven't spent the dil on them.
I have some elite scorpions (from Rom rep) and a couple of advanced BoPs (from dil store), and find myself going back and forth between them. The Fighters die faster, yes, but they also respawn faster. On the other hand the BoPs take a heck of a lot more damage and survive warp core breaches and the like which wipe out all my fighters. That also means they get more stars, as suggested. It's really a balance between the two.
I haven't noticed any appreciable DPS difference when swapping between the two types, so far. The AI is so rubbish that it's hard to tell anyways. I should be able to select their target and when they attack. Instead they roam about engaging the gateways when the transformers are still up, and consequently get sent to Stovokor for their efforts.
Depends on opponent, but in parsed ISE runs elite scorpions are way better than BOPs when BOPs are not micromanaged with recall and then attack, we are talking more than twice the damage. Voth and human players are greatly different to borg structures.

For humans, i.e. PvP, I am pretty sure I am going with Orion Interceptors (Elite). But for now, I would like to get my hands on some decent pets for PvE ... DPS wise. Now I have run Elite Scorpions and they do a lot of damage. But they are also super squishy and surprisingly slow. Is another fighter a 2nd best choice which will do better against Voth.

Normal and advanced (both from the mission) are ship bound. Elites are fleet spire rep based, and are open to any ship. Much like elite scorpions, or elite widows, all the elite rep based stuff is not ship bound, as far as I can recall.
For Best DPS, go with Elite Slavers! Elite BoPs cannons are crippled by AI an Arc. Slavers net you about another 1000 DPS on average.
For best CC, go with Elite Interceptors
For best DPS/survivability, go with Elite BoPs
For best DPS from Rep Store, go with Elite Scorpions.
Elite Swarmers are comparable in DPS to Scorps, but Swarmer hull is paper thin and die way too fast.
Considering OP mentioned pvp...
Not only are fighters vulnerable to scatter volley or faw, if someone let loose a refracting tetryon in the middle of the full group, it can insta-kill you or a teammate that's in the area. It's a liability.
Thanks for all the feedback. I am still on the fence on the upgrade. I might just wait until elite pets become available to me.

Setup the carrier to debuff the target and drop its shields and let the BoPs do their work.
Slow moving HY Plasma is okay, Quantum Hy3 from four decloaking BoPs is killer.
I thought those were restricted to just the Obelisk carrier. Can any ship with a hanger slot use them?
