First, a disclaimer: I'm no expert nor do I crunch all the numbers. I just PvP a lot and read the forums daily.
Mostly I rely on the expertise of others much smarter than I, add my own twist and then go by what "feels right".
So here's what I "feel" about your build...pretty darned good
Only concerns I have are that your dampers are a little low. I'd run 6 bars to help with GW more.
I'm also assuming you plan to swap out for fleet tac consoles so I won't mention that...
I'd also swap TSS and HE. You've got a lot to shield tank but you may need a slightly stronger hull heal...for those rare times you have aux that is.
Last concern really is more of a shout out to the forum... Anyone done the math on ACCx2/DMGx2 turret with CRF vs omni beam yet?
I suggest dropping the Beam Overload 1. The BO that comes outta the omni directional array is a joke. Add a second tac team instead or throw a Dual Beam Bank up front for a proper strong Beam Overload and equip one of the new Voth Antiproton Turrets Accx3 to get the nice proc which reduces your targets dmg output by 10%.
the BO1 with the omni beam is proboly not worth the energy drain. on AtB warbirds, i advise against leach, when you battle cloak you lose its stacks, and that will just decloak you pretty often with your aux around 5 so often

Flip the APO3 and SV2...
Make it TT, SV1, APO1, RF3.
Have your second Tactical Boff be a reverse of this..
So TT, RF1, APO1, SV3.
This lets you flip them depending on the mission and/or PvE-P.
Antiproton 360 is, imo, a waste if you cannot run the set, so dump it for another turret or tractor mine (Boff skill not a requirement), but do not have that mine auto fire.
I'd also just run one DEM and one A2D. Even with two DEM, the cooldown is long and the effect is short. It's a DEM1 anyway, so it's hardly noticeable skill at this level with cannons.
Having the A2D gives you faster response time and a lot more protection if you run it with the A2D doff.
Marion is kind of a waste if you are not A2B beaming in my experience.
Try..
3XAP Doff OR 3xBattery Doff OR 2xBattery Doff w/1xBlue Battery CD Doff (purple CD Doff is crazy expensive)
1xWarpcore Cleanser Doff
1xA2D Doff
