Admittedly, its a really really really bad idea given that PvP friendly fire would instantly cause more kills then actual inter-faction PvP.
However, have you ever had those moments where you wish you could just vaporize a fellow player? Not for swearing, or grudges, or insults to honor (that's KDF talk), but just because of how they are a bane to teams in STF's?
The one thing that really tends to irritate me is tractor beam repulsors. There's nothing wrong with it, we actually have a very skilled person in our fleet who is quite good at using them to send exploding ships cannonballing into healthy ships... but most people aren't that good.
I'm talking about that moment where you're lining up a shot on a group of enemies (Cannon Scatter Volley + Torp Spread captains will probably understand this quite well) while oceans of heavy plasma torpedos all converge on this clump of unfortunate enemies only to have them scattered to the winds last second by a random tractor beam repulsors?
I actually saw the ship that did it. None of the ships I was aiming for were no longer anywhere within my weapon arcs, but this traitor amongst our midst, this KDF sympathizer, was. Would have been nice to go "Eh, you'll do," and unload my alpha strike on him/her instead. "I'm sorry, sir, he pushed all the enemy ships away and took their place just as I was opening fire! It was a terrible accident caused by careless misuse of tractor beam repulsors, I will inform his/her family that their son/daughter was an idiot."
Friendly fire is when you hit an ally by accident. I don't think that's what you're asking for. You're asking to be able to shoot a player for doing something you don't agree with, or if they are incorrectly using an ability at the wrong moment.
I think it does kind of exist. You should challenge said player to a PvP.
I hear you on the frustrating STFs, but that why one joins a fleet and makes some buddies so you can all go on STF runs together. It's just a matter of finding 4 other players who know what they are doing and are all on the same page. Some people going into STFs (or any PvE for that matter) don't know what they are doing, it might be their first time, and they may even be testing out new abilities they find don't work after it's over.
Not everyone in the game is as good as everyone else. A little bit or patience goes a long way. I don't think it's right to call anyone an idiot.
You're assuming you play the game better than anyone else. With no evidence other than this one anecdote. Which may or may not have been edited for content to ahem, 'prove' your 'point'. Vids of your gameplay or it isn't true.
Having been personally involved in a Blue on Blue incident back in '91 during the 1st Gulf War, I can state with some degree of accuracy what you're asking for is not an accident or miscommunication. It is a deliberate act. With malice aforethought and bad intentions.
You would probably be the very first one to throw a screaming hissy fit for all the world to see the first time someone else used your idea on you. And no matter how "expert" (I'm using this term guardedly here) your gameplay is, someone or numerous someones in this case will always play STO better than you do.

If one or more of the PuGs has the capacity to wipe out 3-5 ships in a single pass if their crits stack up right, then tracking them down individually and blasting them into space powder isn't actually a real problem. It's just sort of a letdown to hit all your buffs only to have everything get scattered by someone who hits tractor beam repulsors at the wrong time. (I say they're singing deeeeeeeeeerp or trololol while they're at it.)
Reason why I'm inclined towards the use of the word "idiot" rather than "accident" (which I make plenty of my own) is I've noticed a certain tendency for people with tractor beam repulsors to use it again and again and again. Several times in a single fleet alert. One oops is fine but 4? 5? Don't people using the repulsors notice the huge streams of displaced high yield torpedos? And I'm not talking about cases where you're trying to protect freighters. By all means get them out of shooting range of the freighters, I think that's a good use of them.
Maybe I just have atrociously poor luck with PuG's, maybe they're intentionally trolling, or perhaps they're some weird alien species that actually gets off by repeatedly using tractor beam repulsors - I dunno. But when I come across them they mostly seem to gravitate towards the same enemy clumps that CSV/TS escorts and romulan hyper-plasma streams tend to go after as well.

Actually, for TBR'ing, I think the more grievous incidents, are when either someone's trying to evade Donatra's Thalaron blast, she get's shoved, and then that person's right back in the cone.
Also, same STF, when morons push the probes right along into the time gate.
Then yeah, sometimes you wish you could shove them right into a cube or 3. And as far as the "KDF laughing at the Fed v Fed" that would go on, daresay it would have just as much "Klin v Klin", as well. I've seen some real winners on BOTH sides of the fence.

Only in that it would make sense that effects like Gravity Well, Ejected Warp Plasma and Tykens Rift would effect anybody within range.
I fully agree with this. I have always been slightly annoyed that effects like those don't effect all players. Explosions do, friend or foe.
Tractor Beam Repulsors are a huge issue ingame when used by inexperienced players.Numerous times have I seen in STF's perfect kills delayed or optionals destroyed due to an incorrect usage of TBR.

I've also heard about some interesting uses of tractor beam repulsors from friends who do take it seriously. One told me about how they can actually do it on Donatra and it helps everyone. They all line up for an attack run and as they approach the lead ship hits TBR and keeps pushing Donatra along while everyone keeps firing away. To me it sounds like, I dunno... reverse kiting? Apparently, fun was had.
And in my fleet there's a sci officer who's apparently practiced in taking ships that are about to blow up and slamming them into others for massive amounts of damage.
If the general consensus is that most people who use TBR improperly are doing so from lack of experience then maybe we should find and/or make a detailed guide about them and link it more frequently.

"Things about _____ (warlocks, paladins, etc)" that gave general information on what your class could and could not reasonably do. Like whether or not you were squishy. But then it came to the section, "What (class) would like (non-class) to know" which was basically a guide for what you could expect if you were standing next to that class, and the last section is what everyone else generally expected of that class in PuG's. It was really good for outlining what each class was about especially for those who didn't actually play the class, and it aimed to get everyone on the same page about expected roles, and what was reasonable or unreasonable to expect.
While we don't have quite the same class structure as WoW, perhaps certain informative documents like, "So you want to use tractor beam repulsors..." would still be effective.

Just 10 or so hours ago, Donatra was powering up her BFG, and I was out of the way safely. Some idiot tractor beam repulsored her so I was right in her sights. I managed to get out of the way, but it reminded me - YET AGAIN - why I hate TBR.
They can be useful but most of the time they're not, and usually if I had an option I'd turn on the TBR user instantly. As-is, if I can confirm who used it, I withdraw all support from them and leave them to fend off the enemy on their own for the rest of the battle. As I do not actually LEAVE the match, it doesn't usually do much good, but I suppose it's the thought that counts (or not).
It takes a LOT for me to go that far, but TBR can do it for me in an instant, unless you're using it for something obviously vital and useful (e.g. keeping probes away from the gate in KASE).

tri-cobalt torpedoes and mines hurt everyone in range. Drop one point blank on an enemy near your annoyance and call it close air support.
