5th tac console slot

Does anyone know if we are getting diminishing returns with the 5th tac slot on a fleet ship, I have the fleet tac escort and when I put a 5th tac console it doesn't look like getting the full power out of it.

I was thinking about putting a special charges console instead of the 5th tac console.

Why is he perceiving diminished returns? Because the % is taken from the base damage, so each console, while adding the same number of damage points, will add a lesser percentage of the resulting total.

In 'normal' playing, i.e. Anything but PvP, use three slots for primary weaponry, and the remaining two for secondary weaponry, alt. universal consoles.
