elite stalker fighters battle cloak

can someone tell me if they can fire antiproton sweap and thoron generator while cloaked or not ? if they can't, there is no point on getting the elite ones coz the only difference between advanced and elites is the battle cloak ...

does someone know the cd of thoron generator and antiproton sweap on the pets too ?
