All the Spire Tactical Consoles are using the same image. The only way I can tell them apart is to do a mouse-over, which, in itself, isn't a big deal... but an image treatment for the consoles like the one done for LoR would be awesome and very much appreciated.
They are the same console type with different modifiers, this is why each one in each section is identical.

The Spire Tactical Consoles that increase CrtH/CrtD for various energy types and projectile weapons.
They all use the same graphic. I'm suggesting they change the graphic to reflect energy/projectile type to more easily distinguish them from one another.
My point is, why not make each type (Phaser/Dis./AP, etc.) a different graphic like the regular tactical consoles you can buy from the Exchange? Would be much simpler to tell which energy type you're grabbing from your bank.
However, I do see your point.. since there are two sets of consoles (CrtD & CrtH) we would still have to mouse over the console, even if they did create a graphic for each type.

But you are not alone. Month ago, the Devs changed a lot of the console icons into uniform ones. There was a big thread about it and a lot of players complained about them. As usual no Dev responded back. "Deal with it.."
Now we have to hover with the cursor over the Icon.
MY explanation for all this:
The regular consoles you can buy at the exchange or vendors are (I call them) 1 Power consoles.
Example: Neutronium Alloy MK XII Very Rare, RCS Accellerartor MK XI Rare , Phaser Relay MK X Uncommon...
The Fleet Consoles are usually 2 Power consoles. 1 primary power (the actuall ability of the console) and 1 secundary power (the modifier).
Eample: Advanced Engineering Neutronium Alloy (primary ability) can be modified with either Power Trans or Hull HP or Turn or Hull Rep (secundary power)
So the secundary is inferior to the primary funtion, but still has a lot of power.
In case of both Tactical Vulnerability Consoles, CritHit and CritSeverity are both the primary functions with the energy and kinetic types beeing seconded.
So the Devs use the main power as Icon and the second power is modifier, so we have to use the mouse cursor to find out about it.

The Energy types and kinetic types ARE the modifiers in this case. So one graphic but different modifiers.
capnshadow27 told you the right thing, there are plenty of spire/dilithium mine/embassy consoles using same graphics but different modifiers.
Advanced RCS, Threat-Scaling... One graphic different modifiers.
