Just made a Gorn to play with some friends (And to get the free ship), And i got him up to level 10 but there's no promotion mission... I've checked under available, and i went to the main Councillor dude in the first city (I vaguely remember that you went to him back when you started at lvl 20)

Am i missing something?

The mission is at level 10 (Test of Mettle). That's when you get your new ship, Cryptic should really make it clear that at level 10, you're not really a Lt. Commander for the KDF. Try that mission before going to J'mpok. That might help you out a lot.

It comes up after House Always Wins, or you can just use the mission journal for it. It's a fairly easy and short mission too.
