You have no skill points in your torp skills, but you are using a quantum. Either put points in torps or use a DBB and Beam Overload instead.
Drop the rapid fires for scatter volleys.
I don't know was doffs you have, but if you have some Damage Control Engineers I'd put them in and run EP2S1+EP2W2.
I can only guess you are trying to use jam sensors to get into cloak. Good luck with that. I'd slot HE1+TSS2
I run the borg set on my escorts. It takes care of my defensive needs, along with EP2S HE and TSS. (I run a mobius I can fit RSP as well... but I rarely need it in PvE) so I don't run defensive consoles. I'd start stacking crit consoles. Zero point, tachyokinetic, bio-neural infusion circutry, et all.
I'd actaully change your patterns and cannon skills, too. I run 2xAP:B1+CSV2+CSV3

I havent been using the WC... now that you mention it, it does seem like a good idea. Jam Sensors is my panic button, tractor escape etc. Working the rep up atm, but ill keep it in mind.

if your goal is more dps, you should get rid of the stuff that does not increase dps.
1)armor consoles...you need a zero point module and perhaps a tachyokinetic console if you have 200 lobi
2)2xEPtS...get an EPtW1
3)[AMP] elite fleet warpcore from spire or mine...spire is the better one i think, not sure. If budget is tight the sphere of influence core is fine with the 360 beam...but not optimal.
4)2x APbeta for a 100% uptime of the resi debuff
5) maybe scatter volley but that may be hard to handle with the aggro you get from multiple targets
6)another fleet turret instead of the 360 beam or basically mandatory: the kinetic cutting beam
7)jam sensors is kind of counter intuitive on a dps build...if you continue to fire on the jammed target the effect is over after 2 seconds or less
i'd get a TSS1 or PH instead.
8) cloak is basically useless for stf runs
9) either no torps launcher or an omega or romulan hyper (with projectile doffs)
doffs: warp core engi, at least 2x damage controle doffs, projectile doff
- start with loosing the torp, put omni beam there instead. I say that based on your skill tree without torp skills. You could use an AP Dual Beam Bank if you don't plan on using 2 pces obelisk set bonus.
- Put a Kinetic cutting beam out back.
- Get attack pattern beta 3 and 2, loose omega. I use evasive to get away from tractor beams.
- Use two csv 1 and 2
- Put two BO, 1 and 2, instead or torp skills. Could use faw too, but other than spam clearing I don't see the point with 1 beam.
- Get 2 pces Omega set, deflector and engine keep fleet shield
- Use obelisk warp core since you use AP omni beam + 10% ap damage is nice from 2 pces set bonus.
- Get embassy science consoles PLA ones, plasma proc is nice and nice little dps boost. I would recommend shield emitter but you choose you poison.
- Loose the cloak, pretty much useless in stf, you have to get out of red alert to get back in cloak so only sporadic use from it at best. You'll better use with something else in there.
- get fleet neutronium armor, at least one, fleet one if you can.
- I don't see the point of scramble sensor, you don't seem to have skill or items to boost it and useless against borg, I use Hazard emitter 1 and Transfert shield strength 2 for science.
- I use only 1 epts, the other is Reverse shield polarity, my ho s**t button.
- Add 2 shield distribution doffs (for bfo shield repair), 2 Damage control engineer doffs for epts reduction (when they proc) and 1 BO energy officer Doff (chance extra shield penetration after a BO for 4 sec), all purple of course.
And finally, Cannons loose effectiveness rapidly with distance. stay under 5k from target at least, optimum distance for cannons is 2 km. Shooting from 9km away will lower your dps significantly so stay close.

- Are you using the Obelisk warp core in addition to the 360 beam for the antiproton damage boost?
- Consider putting the Borg Cutting Beam on the back as well for the 2pc set bonus with the assimilated console.
