Hello people!
How can we get uncommon and higher quality Refugees?
I keep getting the same common whites, even with crits (human, Vulcan, tellarite and andorian).

You can get them from any scource where you can get Civilians as a reward:
Doff-Packs, civilian recruitment at SFA, asylums, gamma quadrant officer exchanges, prisoner exchanges, up- and downgrinder, species specific recruitment (e.g. Orion Conscription Order) etc...
Where you can't get them from are the Support [Cluster] missions. Those will only reward specific, common refugees. There are only one male and one female version from each of the core species you can get from those assignments. Human refugees from the support missions will always be Jeffrey Toby Lemar or Neva Gertrudis Wahid, for example.
